Service Care Solutions are recruiting on behalf of a local authority in Hampshire for a Head of Procurement to join the team on a temporary basis. The postholder will be required to lead the Procurement, Purchasing, and Insurance function. This is a senior leadership opportunity to shape procurement strategy, drive value for money, and ensure compliance with evolving legislation while managing a high-performing team.
Key Responsibilities
* Lead and manage the Procurement & Insurance service, ensuring compliance with procurement legislation, governance frameworks, and best practice
* Oversee complex, high-value procurement activities, providing expert advice on route-to-market strategies, contract management, and risk mitigation
* Act as the Insurance Officer, ensuring appropriate coverage, managing risk, and delivering value for money across all insurance arrangements
* Develop, mentor, and manage the Procurement & Insurance team, including recruitment, performance management, and professional development
Candidate Criteria
* Proven experience in a senior procurement leadership role within the public sector or a similarly regulated environment
* In-depth knowledge of UK procurement legislation, contract procedure rules, and governance requirements
* Strong leadership and people management skills, with the ability to develop high-performing teams
* Excellent stakeholder engagement skills, with experience advising senior leaders and presenting at board or committee level
