Overview

The Compliance Manager will support the Estates Senior Management Team and Operational Estates Managers in ensuring statutory, regulatory, NHS, and internal compliance across St George’s University Hospitals NHS Foundation Trust. They will assist in the safe and efficient operation of all Building Services Engineering systems, ensuring cost-effective and reliable service delivery.


Responsibilities

* Supporting estates managers in maintaining compliance with health and safety policies, statutory legislation, and NHS guidance.
* Assisting in the implementation of control systems for monitoring plant and equipment performance.
* Collaborating with clinical teams to identify compliance risks and priorities for audits.
* Liaising with the contracting team on technical information and equipment standardization.
* Preparing reports on plant status, energy efficiency, Planned Maintenance and financial matters.
* Participating in the internal inspection team and acting as an authorised person subject to training.
* Supporting training and development initiatives within the estates team.
* Deputising for the Deputy Head of Estates – Compliance when required.
* Participating in the out-of-hours emergency call-out schedule.
* Setting up systems to monitor and measure compliance with external standards using CAFM and other Estates software systems.
* Working with clinical teams to identify priorities and risks for inclusion in annual audits.
* Assisting with the direct implementation of health and safety policies and protocols to ensure practices align with them in spirit and practice.
* Assisting with the implementation of management systems of control and monitoring and installation of plant and equipment to meet current statutory legislation.
* Assisting Estates managers with the safe and efficient operation of all Site Wide Electrical / Mechanical systems, ensuring adherence to statutory legislation and testing, and maintaining written schemes of examination with remedial action as required.
* Assisting with best working practices to achieve safe and efficient operation and maintenance of electrical / mechanical services.
* Preparing regular reports, including facts and recommendations to the Estates Operational Managers on plant status, energy efficiency, emergency schemes, financial matters and other items as required.
* Ensuring effective implementation of the Hospital’s Health & Safety policies and protocols.
* When requested, deputising for the Deputy Head of Estates - Compliance in their absence.
* Attending training courses (on-site and off-site) as identified during staff appraisals and as required by the Trust.
* Participating in the Engineers’ Out of Hours on-call schedule to ensure 24/7 emergency cover.
* Procurement of goods, materials and services and ensuring compliance with the Trust’s Standing Financial Instructions at all times.
* Supporting the Business Performance and Quality Manager in developing and ensuring staff training and development.


Standards and Compliance Context

This role ensures compliance systems are in place, Planned maintenance schedules are in place and being completed to sufficient standards in line with SFG20, HTMs. Ensure risks are managed, and estates operations align with regulatory requirements where applicable.


Other duties and requirements

To support the Deputy Head of Estates, Compliance, Business Performance and Quality Manager and other estates managers in coordinating the infrastructure to support the Trust’s internal and external requirements in relation to statutory, regulatory, NHS and internal compliance. Be a member of the internal inspection team. Support the Deputy Head of Estates - Compliance in his/her duties. Ensure that skills are up-to-date, follow relevant Trust policies and professional codes, and maintain registration where required by the role. Be trained in and demonstrate fair employment practices, in line with Trust policies. Undertake such duties as may be required from time to time, consistent with the responsibilities of the grade and the needs of the service.
