Lincoln Cornhill is proud to be working with a reputable Local Authority in the South East who are seeking to appoint a Head of Housing on a two-year Fixed Term Contract or if preferred on an interim day rate. The role operates on a hybrid model with two days in the office, so candidates who are open to travelling/stopping away are welcome. The post holder will provide strategic direction and leadership on delivery of all Housing functions including Council Housing, homelessness and private sector housing matters. Responsible for leading a team, providing a highly efficient Council housing landlord function, including housing management and repairs, planned and major works, Right to Buy and rental collection. The range of duties which are covered include: Provide accurate, relevant and timely advice to Members, CEO and deputy CEO on all housing matters related to the functions of the Council, including legislative changes, best practice and innovative approach to improve service delivery. Work in partnership with the Head of Assets and Regeneration, produce the 30-year HRA business plan to plan for new housing stock, investment and improvement to existing stock. Effective financial management of the Housing Revenue Account and Housing General Fund budgets. In partnership with the Head of Assets and Regeneration, lead the service on housing development issues, including opportunities to innovate and maximise funding opportunities. Oversee the effective delivery of the income management function, ensuring the Council collects the highest possible level of rent, service and leasehold charges to maximises income. Ensure compliance requirements of the Charter for Social Housing Residents. Lead the design, delivery and development of the council housing service, in accordance with relevant statutory regulatory frameworks, council plans, policies and strategic directives. Deliver excellent services to the people in the district in line with the Council’s vision, strategic and service priorities. Oversee the delivery of the Council’s responsive repairs and planned cyclical works on the Councils housing stock while ensuring compliance with relevant legislation Development of partnerships and cooperative working with public, private and voluntary sector agencies. Development and delivery of all housing related strategies e.g., Housing and Homelessness Prevention Strategies. Ensure compliance with all relevant Health and Safety legislation and the Councils Health and Safety requirements. Ensure tenants and residents are involved in decision making regarding management of housing services and their communities. Lead the service area(s) to deliver corporate priorities in compliance with all relevant policies, procedures and regulations including budgetary control frameworks and business partnering guidance. Adopt a continuous improvement approach to develop and deliver services and projects in line with the Council’s Leadership Competency Framework. Skills and experience required: Repairs and maintenance experience is essential for the role Educated to a degree level or relevant demonstratable professional experience. A comprehensive knowledge of relevant legislation relating to housing and homelessness, Codes of Guidance and case law. An understanding of the housing, safeguarding and support needs of homeless, housing applicants and tenants. Commissioning and contract management. Working in a matrix environment where cross team and corporate working are essential.
