Job Description

Head of Safety, Health, Environment & Quality (SHEQ), West Yorkshire, up to £80k (DOE)

We are exclusively partnering with a dynamic, multi-disciplined group to appoint a strategic Head of SHEQ.

Reporting to the CEO, you will act as the organisation's senior authority on SHEQ, leading a team of 8pax, responsible for developing, implementing, and leading the safety and compliance strategy across a diverse and fast-paced operational landscape.

The successful candidate will ensure that all operations, spanning warehouse, logistics, construction, civil engineering, retail fit-out, mechanical, electrical, and office environments, meet the highest standards of compliance, risk management, and operational excellence.

You will drive behavioural change, ensure legal compliance, and embed best practices across the group

Key Responsibilities

* Strategic Leadership: Develop and deliver a group-wide SHEQ strategy that aligns with operational and commercial objectives. Provide expert guidance to the Executive Team and Board on SHEQ risks, opportunities, and regulatory changes.
* Compliance & Governance: Ensure full compliance with UK legislation, including the Health and Safety at Work Act, environmental regulations, and CDM Regulations. Manage ISO compliance, maintain business accreditations (including ISO 9001, 14001, and 45001), and oversee internal and external audits. Where material breaches pose significant risks, exercise the authority to stop works on site and advise on recovery steps.
* Operational Management: Lead SHEQ oversight across all business units, conducting regular site inspections, risk assessments, and accident/incident investigations. Ensure robust contractor management processes, including permit-to-work systems and competency checks.
* Culture & Behaviour: Champion a proactive safety culture at all levels by implementing behavioural change programmes and training.
* Performance & Data: Establish leading and lagging KPIs, analyse trends, implement digital reporting tools, and provide monthly performance reports to the CEO and senior team.
* Stakeholder Engagement: Build strong relationships with internal teams, clients, external supply chains, and regulators (such as the HSE, EA, and SEPA). Support business-winning bids and tender processes with SHEQ expertise.

Essential Requirements

To be considered for this position, you must possess the following essential qualifications, knowledge, skills, and experience:

Qualifications & Accreditations:

* Chartered Member of IOSH Register or equivalent.
* Level 5 (or equivalent) accreditation in occupational safety and health.
* NEBOSH Construction Certificate or General Certificate.
* A valid CSCS card (equivalent to the role).
* A full UK Driving Licence.

Experience:

* A minimum of five years' extensive experience within the Retail Fit-Out/Construction industry.
* Proven senior SHEQ leadership experience within construction, logistics, manufacturing, or multi-site project environments.
* A minimum of five years' extensive experience advising on the roles of Client, Designers, Principal Designer, Principal Contractor, and Contractor under the CDM Regulations.
* Experience managing ISO management systems and overseeing external audits.
* Demonstrable experience of implementing environmental management systems.
* Proven experience working at and with a senior management team.
* Demonstrable success in driving cultural change, delivering "step change" SHEQ improvement programmes, and improving SHEQ performance with commercial results.

Knowledge & Skills:

* Strong, in-depth knowledge of UK H&S legislation, construction/civil engineering, and environmental compliance.
* Good working knowledge of CDM regulations relating to the PD, PC, and Contractor roles.
* Working knowledge of ISO 14001, 45001, and BS OHSAS 18001 standards.
* Good knowledge of sustainability and environmental legislation.
* Demonstrable knowledge of design processes to identify SHEQ risks and implement suitable control/mitigation measures.
* Ability to demonstrate continuous professional development.
* Demonstrated ability to use continuous improvement and data analysis techniques, including accident and incident investigation.
* Excellent verbal and written communication skills, with the ability to comprehend and interpret written reports, assessments, and policies, explaining them clearly to others.
* Excellent influencing and stakeholder-management skills, capable of working confidently across all levels.
* Problem-solving skills, strong reasoning, excellent attention to detail, and the ability to construct sound, positive challenges.
* Self-starter with a proactive "can-do" attitude, capable of working autonomously or as part of a team.
* Resilient under pressure with emotional intelligence and the ability to prioritise conflicting demands and workloads.

This is a hybrid role, being based 3 days a week at my Client's West Yorkshire office.
