Job Description
This role is for a professional civil/structural engineer within the Design & Engineering office, supporting RAF Menwith Hill. The successful candidate will manage, plan, and design significant new construction, renovation, and improvement projects for facilities and utility systems. Key duties include overseeing construction contractors to ensure compliance with project specifications and schedules, programming, budgeting, and executing projects, providing consulting services, collecting and analysing data, and ensuring all work is performed in strict compliance with health, safety and environmental procedures.
Qualifications and Key Skills
A valid UK driver’s licence (Category B) is required, in addition to one of the following:
* A degree in an appropriate scientific field plus one year of specialised experience as per the required key skills, or
* HND/City & Guilds/NVQ Level 5/6 in an appropriate scientific field. Progressively more years of specialised experience are required for qualifications below degree level.
1. Professional knowledge of civil engineering concepts, principles and practices, incorporating aesthetic and functional design techniques, with a familiarity of architectural and other engineering disciplines.
2. Knowledge of a broad range of engineering and construction standards, methods, materials and equipment to ensure compliance with laws, regulations and standard contracting procedures.
3. Knowledge of health, safety and environmental principles, practices, procedures, laws, regulations and current legislative issues.
4. Knowledge of programme planning, budgeting cycles, financial control systems and management, including regulatory and statutory restrictions on different types of funding.
5. Knowledge of automated data processing concepts, systems capabilities and economic usage to effectively accomplish assigned functions.
6. Skill in preparing project documentation, including preliminary drawings, sketches and construction drawings sufficient to convey design concepts and formulate working drawings.
7. Ability to plan, conduct and record site/facilities surveys and inspections, and to analyse and interpret results to recommend timely and economical solutions.
8. Ability to plan and organise work, coordinate with other engineering disciplines and architects, and communicate effectively, both orally and in writing, to maintain good working relationships.
Conditions of Employment
* Must handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations. This position may also be coded as mission essential.
* May be required to travel by military and/or civilian aircraft and to the US or other countries for official duties or training.
* Must complete a 6‑month probationary period.
* Start and end times may be modified due to mission needs and in accordance with the organisation’s flexible working policies. Overtime may be required and additional duties may be assigned if appropriate to the grade and skill set of the incumbent.
* Must communicate effectively both orally and in writing and must obtain and maintain relevant security clearance.
* May act as project liaison with the Army Corps of Engineers or other design agencies and serve on A&E selection boards.
* Up to 24 months from appointment to meet mandatory experience, education and training requirements.
* Positions may be subject to drug testing upon reasonable suspicion of substance abuse or safety mishap.
NOTE: This position requires a security clearance and a right to work in the UK. Certain restrictions may apply to US citizens or dual nationals due to the Status of Forces Agreement.
