Department Overview
The Property department’s Operations and Maintenance Engineering team maintains, enhances and supports the occupied building environment, providing excellent engineering services for all Bank staff. The team manages significant annual capital investment, business continuity, strategic health & safety, internal & external events, general building facilities, catering, cleaning, post services and travel, ensuring value for money across bank‑wide procurements.
Job Title: Building Engineering Manager – Debden Site
The Building Engineering Manager is responsible for the safe, compliant and resilient operation of the building’s engineering systems and services at the Bank of England’s Debden site. The role provides operational leadership across engineering and building services that are essential to business continuity, ensuring the building environment is reliable, well‑maintained and enables occupants to work safely, comfortably and effectively at all times. The role also has responsibility for end‑to‑end delivery of minor works and small capital replacement projects.
Responsibilities
* Provide team leadership, operational assurance and strategic oversight of all building engineering systems, ensuring 24/7 resilience, compliance and performance within a complex, occupied and business‑critical environment.
* Lead, develop and manage a multi‑skilled team of maintenance, fabric technicians and apprentices, including performance management, capability development and succession planning.
* Ensure building services (environmental comfort, lighting, power, water, life safety and support services) operate reliably and predictably to support business productivity, staff wellbeing and effective use of the building.
* Embed a high‑performing culture focused on safety, accountability, collaboration and continuous improvement.
* Provide operational oversight and assurance of building engineering systems to ensure continuous availability and resilience.
* Own the planning, prioritisation and assurance of planned maintenance activities across all engineering systems, ensuring tasks are delivered safely, on time and to the required quality standard.
* Act as the primary building systems engineering responsible person assuring 24/7/365 business functions.
* Accountable for system availability, reliability and recovery performance across all critical building services.
* Implement the Bank’s SSoW processes for employees and contractors.
* Act as the engineering lead during incidents, coordinating response, recovery and stakeholder communication to minimise business impact.
* Provide leadership and assurance for Safe Systems of Work (SSoW), risk assessments and permit‑controlled activities for staff and contractors.
* Act as a visible health & safety leader, promoting a strong safety culture and compliance mindset across all activities.
* Own budgets and lead supplier performance, ensuring value for money, risk management and continuous improvement across all engineering contracts.
* Contribute to asset lifecycle planning, critical risk mitigation and medium‑term engineering strategy for the Debden site.
* Use asset and maintenance data to identify trends, manage risk, inform prioritisation and support evidence‑based decision‑making.
* Produce and present monthly performance and assurance reports on planned and reactive maintenance, asset condition, compliance status and operational risk, providing clear insight to senior stakeholders.
* Support energy efficiency, plant optimisation and sustainability initiatives, working with specialist teams as required.
* Act as a Senior Authorised Person (HV/LV and/or mechanical), providing technical authority and assurance within defined Safe Systems of Work.
* Contribute to asset lifecycle planning, critical risk mitigation and medium‑term engineering strategy for the London site, including the identification and delivery of minor works and small capital interventions.
Role Requirements
Minimum Criteria
* Engineering qualification (minimum HNC or equivalent) in a relevant discipline (e.g. electrical or mechanical engineering).
* Working knowledge of Safe Systems of Work (SSoW), including experience applying electrical and/or mechanical permit systems.
* Experience operating within a building services or engineering environment, supporting maintenance or operational activities.
Essential Criteria
* Engineering operations and maintenance leadership – previous experience leading engineering operations or maintenance teams, managing planned and reactive maintenance, and maintaining service performance across critical building systems.
* Compliance, risk, and safety management – experience applying Safe Systems of Work, managing risk assessments and contractor controls, and maintaining compliance with health and safety requirements in an operational environment.
* System reliability and incident management – experience maintaining system availability and resilience, including leading incident response, coordinating service recovery, and implementing actions to reduce operational risk.
* Commercial and supplier management – demonstrable capability in budget management, supplier or contract oversight, cost control, and achieving value for money.
* Data, reporting and stakeholder management – proven ability to use asset or maintenance data to support decisions, produce performance reporting, and present clear insight to senior stakeholders.
Desirable Criteria
* Chartered or Incorporated Engineer status, or demonstrable progress toward professional registration with a relevant institution such as CIBSE, IET or IMechE.
* NEBOSH General Certificate or another recognised health and safety qualification.
* Experience using CAFM or similar maintenance management systems to manage assets, maintenance activity and reporting.

Salary
£51,440 – £57,870 (depending on skills and experience).

Security Vetting
