Role Details:
Support the Programme Controls and Integration Manager with the establishment of the Programme Cost Control and Management function. Working with the Programme Management Team and Delivery Agents’ Cost & Finance teams to provide informed and assured cost actuals, in year forecasts in accordance with the accounting periods as well as overall Programme budget reporting and forward planning in alignment with the Annual Budgetary Cycle.
Key Responsibilities:
* Ownership of Cost Management: You will be responsible for managing and executing the Programme Cost Management function, ensuring that financial planning aligns with overall programme objectives.
* Integration of Cost Management Systems: Establish and maintain an integrated cost management function that controls programme cost data, working closely with key teams such as Programme Management, Programme Control, and Delivery Agencies.
* Earned Value Management (EVM) Implementation: Introduce EVM methodologies across the programme to provide insight into cost performance, ensuring financial and resource allocations are optimised.
* Financial Forecasting Support: Provide informed cost forecasts, considering financial year constraints and project lifecycle needs. Ensure alignment with programme planning functions to maintain accuracy in financial projections.
* Cost Tracking and Affordability Assurance: Regularly review, monitor, and track programme costs and forecasts to guarantee continued affordability while maintaining transparency.
* Cost Reporting and Analysis: Prepare cost reports in alignment with accounting periods, delivering financial insights for monthly, quarterly, and annual programme performance assessments.
* Change Management Oversight: Attend Programme change control meetings, evaluating financial impacts of programme modifications and ensuring cost considerations are integrated into decision-making.
* Development of Cost Control Tools and Processes: Define standardised procedures and tools for capturing cost information, ensuring consistent reporting and alignment with programme requirements.
* Quality Assurance for Projects: Conduct quality checks to ensure projects align with best cost management practices, identifying areas for improvement.
* Leadership and Alignment Across Programme: Lead cost control teams using matrix management techniques, ensuring consistency in cost tracking, reporting, and analysis across the programme.
Key Requirements:
* Over 5 years' experience at Senior Level in leading teams and Controlling Costs of Major Programmes.
* Generation and presentation of Programme reports for senior management.
* Proactive and able to use own initiative to solve problems and see opportunities for continuous improvement.
* Excellent knowledge of cost management function set up and Programme cost monitoring EVM techniques, including the ability to interrogate third party input.
* Experience of major programmes or projects containing integrated cost control.
* Experience across all stages of the programme or project lifecycle.
* Good understanding of the various methods of Project Controls functions i.e. planning, programme, and progress monitoring.
* Strong understanding of risk and opportunity management with reference to planning and programming.
* Strong understanding of the events that initiate, and of the methods used to demonstrate delay or change.
* Proficient use of Microsoft Applications such as Excel, Word, and PowerPoint. Awareness of Power BI and Share Point.
* Strong communication skills, including written and verbal communication.
