This role is open to a candidate that has ambition to develop to a professional grade. The position initially will be on a fixed grade basis and will change annually as successful assessments/competencies/stages are achieved. This is a progressive approach to developing a candidate ultimately leading to a building standards surveying post and will provide a structure for the advancement of skills, knowledge and competence leading to a qualification in building standards surveying. \n\nThe apprenticeship will form a contract that covers the candidateâs advancement, meeting the expectations for the Council. The contract will detail the range of duties and responsibilities of those involved within the organisation, management and mentoring of the role. Assessment of each stage will be in the form of a technical review by the Building Standards Management Team and the appointed Workplace Mentor with a recommendation to the Head of Infrastructure for approval. The starting point would be a higher-level school leaver or practical qualification from further education; and the completion would be a Building Standards Surveyor that has achieved a Graduate Apprenticeship BSc (Hons) in Construction and the Built Environment and achievement of a minimum three years on the job training. Entry Level (Stage 1):\nThe candidate will have the requisite entry grades for University enrolment. Normally BBC Highers to include English (or a written subject requiring the use of English), Maths and a Science subject are required at National 5 grade C or above. Applicants from those with equivalent qualifications to those stated, including Foundation Apprenticeships (SCQF Level 6), SVQs/NVQs, non-relevant HNCs, access programmes and overseas qualifications will be considered. The initial phase will be a fully mentored introduction to the role of Building Standards and the person will be managed/supervised in all activities to provide a foundation in the full range of functions and procedures that are operated by the service. Trainee surveyors will be expected to follow routine working practices which indicate how the job is to be done and will apply existing rules and protocols to resolve routine problems; guidance will be available as and when required. Continual professional development will be documented. Trainees will enrol in The Highland Councilâs Building Standards Competencies Framework as well as The Local Authority Building Standards Scotland (LABSS) Competency Assessment System (CAS) and will be required to demonstrate progression within these monitoring schemes. At the end of Stage 1 of the Construction and the Built Environment course the candidate will be expected to have been awarded the Higher Apprenticeship in Cert HE Construction and the Built Environment.\n\nTrainee Surveyor (Stage 2): -\nThe Trainee Building Standards Surveyor will be given a workload that will include low level risk responsibilities including the assessment of building warrant applications and site inspection work aligned with their developing competency. The trainee will make decisions to determine the appropriate steps to take in specific circumstances subject to close supervision. The post holder will provide a technical input that will be checked by the Principal Building Standards Surveyor. Continued professional development will be required to be documented in accordance with the training and Competency schemes. Trainees will be required to demonstrate progression within the training scheme including gaining the relevant qualifications for the post. At the end of Stage 2 of the Construction and the Built Environment course the trainee surveyor will be expected to have been awarded the Higher Apprenticeship Dep HE Construction and the Built Environment.\n\nInterim Surveyor (Stage 3): -\nAt interim stage the trainee will demonstrate a level of competence that allows them to undertake independent project work including undertaking site inspection work unsupervised that will be reviewed/supervised and approved by the Principal Surveyor. This stage will expect the interim surveyor to assume responsibility for the work packages allocated to them and directed by the Principal Surveyor. The interim surveyor will be expected to work from an established working practice with relaxed supervision and take on specific responsibilities. The interim surveyor will have responsibility to work to deadlines while applying or implementing regulations or Council policy. The interim surveyor will be free to plan, organise and schedule their own workloads. A level of competence is required commensurate with a professional registration. Continued initial professional development (CPD) will be required to be logged. The interim surveyor will be working towards gaining foundation level of membership of RICS/CIOB/CABE. This phase will include secondments to other sections within the Infrastructure, Environment & Economy Service to broaden experience and knowledge. The interim surveyor will be required to demonstrate progression within the training and Competency Assessment system scheme and working towards obtaining the relevant qualification. At the end of Stage 3 of the Construction and the Built Environment course the interim surveyor will be expected to have been awarded the Graduate Apprenticeship BSc Construction and the Built Environment.\n\nGraduate Building Standards Surveyor (Stage 4):\nThe graduate surveyor will be expected to demonstrate competency levels commensurate with the LABSS CAS scheme. The graduate surveyor will be expected to work more autonomously and resolve similar or predictable problems generally covered by recognised policy, procedures or practice. The graduate surveyor will be able to apply knowledge and experience commensurate with the full key duties and responsibilities of the job as noted below. The graduate surveyor will be expected to apply for Full membership of RICS, CIOB or CABE. At the end of this final stage and on completion of 3 or 4 years on the job training and being awarded a BSc (Hons) Construction and the Built Environment will see the Surveyor being eligible to progress into the Building Standards Surveyor position with the team.\n\nBuilding Standards Surveyor: \nProvide support and assist in the day-to-day delivery of building standards and verification duties in line with policies, statutory procedures and the standards of service agreed by the Council. Assess and process building warrant applications to ensure compliance with building legislation; under the supervision of a senior surveyor. Inspect building work in progress to ensure compliance with the approved building warrant documentation, the regulations and the Construction Compliance Notification Plans. Provide clear advice to the customer improving relationship and providing a quality service. Work under the supervision of the Principal Building Standards Surveyor in liaison with other statutory services to ensure co-ordinated advice and service delivery in matters relating to Building Standards. To work as part of a âhigh performing teamâ. The post holder may be required to assist in other area offices as part of their training or during holiday periods, in times of sickness or when vacancies occur. To liaise with planning colleagues to ensure the delivery of a seamless and co-ordinated Planning and Building Standards Service. To work as part of a multi-disciplinary team and to carry out from time to time such other duties appropriate to the post. The candidate will have the requisite entry grades for University enrolment. Normally BBC Highers to include English (or a written subject requiring the use of English), Maths and a Science subject are required at National 5 grade C or above. You will be expected to travel efficiently and effectively between various work locations within Highland to meet the operational requirements of the Service.\nThe candidate must be computer literate with IT skills in Microsoft Office applications.
