It's an exciting time to join the Medical Division at Gloucestershire Hospitals Foundation Trust. We have a newly formed leadership team within the Medical Division and are now looking to recruit a talented and experienced operational manager for our Care of the Elderly, Neurology and Stroke Services. You will be working with an innovative and committed team who have taken forward a number of new and exciting developments. We are looking for an individual to join us and support not only the daily operational work but a range of projects and initiatives across our services.
The proposed interview details: to be held on 19th December at Sandford Education Centre. The post requires candidates with the ability to engage with a range of staff in a complex environment and manage relationships with a wide range of senior colleagues both clinical and non‑clinical. You will be able to problem‑solve, have good communication skills, and a strong understanding of service management in the NHS. You will have experience of delivering programmes of work, leading teams, supporting daily operational challenges including patient flow and experience of supporting service recovery work.
Responsibilities
* Support staff, develop team members, support wellbeing and act with integrity.
* Work with a range of services and specialties within your chosen area supporting day‑to‑day operational challenges.
* Lead on and drive forward recovery plans for a range of services, supporting teams and responding to demand.
* Contribute to the financial position through strong budget management and sustainability work, identifying new opportunities and reporting progress through divisional board meetings.
* Facilitate and support transformation and business planning in line with the Trust Strategy.
* Support specialty operational delivery, linked to the Trust and Divisional strategic objectives.
* Contribute to the development of the Trust's annual Business Plan to achieve the quality, financial and access targets agreed by the service line and division in conjunction with the Speciality Director.
* Ensure the annual Business Plan is monitored and reported on throughout the year for successful delivery.
* Ensure the plan is in accord with the division and Trust's strategic plan.
* Take responsibility for delivery of the business plan for performance management of the service line.
* Work with the speciality director to produce the service line's strategic plan that will contribute to the division's strategic plan.
* Lead on development of business cases to support service development within the service line.
* Cooperate with colleagues to ensure effective delivery of the annual plan across other divisions and the Trust's overall corporate objectives.
* Lead reporting on delivery of the business plan to the Service Line Board.
* Lead coordination of Service Line Triumvirate meetings (weekly).
* Manage physical and financial resources allocated to the area of responsibility.
* Oversee budget management and ensure effective use of all resources, delivering services to the highest quality and quantity required.
* Take corrective action if resources are exceeded, in conjunction with senior colleagues to resolve cost pressures.
* Deliver the annual Financial Sustainability Plan.
* Contribute to the division’s minor capital planning and management of minor capital allocation to the Service Line.
* Lead contract management of all subcontractors and third parties where appropriate.
* Review annually the value and content of recharges from other providers to ensure good financial management.
* Contribute to the delivery of CQUIN schemes.
* Ensure clinical services are provided with relevant and timely information to manage services effectively, both for patient care and organisational management requirements.
* Ensure appropriate and agreed ways of reporting performance to external commissioners within overall reporting systems in the Trust.
* Optimise Trust income streams (private income, clinical coding accuracy, CQUIN and best practice tariff achievement).
* Ensure all waiting times and performance standards are agreed within the service line through consultation and negotiation with clinical teams and the Division.
* Participate in discussions for access issues within the Service Line and external organisations such as CCG, Specialised Commissioning and Community Providers.
* Lead delivery of waiting time standards for the Service Line and ensure equitable access to services, managing patient waiting times in accordance with Trust policy.
* Ensure the service line develops appropriate action plans to meet required access standards.
* Participate in daily escalation rota to proactively manage bed capacity.
* Implement techniques and procedures such as Demand and Capacity mapping to support service design, delivery and modernisation.
