Technical and Asset Investment Director
We’re looking for an influential and forward‑thinking Technical and Asset Investment Director to lead the long‑term technical performance and asset investment strategy for Connect Plus, the company responsible for operating, maintaining and investing in the M25 motorway. In this pivotal leadership role you’ll shape how assets are planned, governed and invested in across their full lifecycle, ensuring they perform safely, efficiently and sustainably while delivering best whole‑life value.
Key information: Head office located at South Mimms, with travel to other operational depots and offices around the network.
Responsibilities
* Lead the DBFO technical function and asset strategy to meet performance and handback requirements.
* Manage and develop the Technical & Asset Investment team; act as key technical contact with National Highways and shareholders.
* Provide technical governance for renewals, improvements and standards change, ensuring whole‑life value and compliance.
* Assure design and construction quality and challenge technical advice from Connect Plus Services (CPS) and suppliers.
* Oversee lifecycle programme delivery (renewals, improvements, and third‑party schemes).
* Report technical performance, progress, risks and operational outcomes; coordinate DBFO actions affecting asset performance.
* Own Asset Management Strategies and 1/5/30‑year Asset Management Forward Plans.
* Set direction for performance, value/whole‑life cost, carbon and handback; maintain governance for investment decisions and approvals.
* Improve lifecycle modelling and linkage to the DBFO financial model; deliver the Annual Asset Management Report.
* Own the Asset Management System and asset information, ensuring robust inspection and defect management and data‑led decisions.
* Maintain ISO 55001 and support other management system certifications; monitor end‑to‑end AMS performance.
* Own technical and construction risks and mitigations; resolve emerging risks/incidents with safety as the priority.
* Ensure CDM and Road Safety Audit compliance and lead delivery of the Zero Harm and H&S strategy with the CEO.
* Build strong relationships with National Highways, shareholders, suppliers, contractors, local authorities and third parties.
* Work with CPS, Finance and Asset Delivery to improve performance, value and delivery.
* Lead innovation and adoption of new technology, insights and risk‑based asset management across the supply chain.
* Drive continuous improvement and sustainability, linking asset strategy, investment planning and the innovation roadmap.
* Deliver asset condition and performance to contractual and handback requirements, balancing short‑term needs with long‑term value.
* Plan and manage handback strategy, milestones, inspections and client engagement through to concession expiry.
Qualifications
* Degree level educated in an engineering related discipline.
* Chartered Engineer.
* Extensive senior management experience in civil engineering within contracting or client organisations, including PPP/PFI projects.
* Proven experience relevant to technical aspects of a brownfield project in the roads industry.
* Clear communicator with proven experience managing interactions with senior stakeholders, including board level experience.
* Knowledge of PPP type contracts.
* Experience leading and motivating teams.
* Proven decision maker in high‑stakes situations.
