Role Overview
The Pre-Construction Project Manager will play a pivotal role in supporting the successful delivery of tender submissions by developing robust programmes, build strategies, and risk assessments. This role involves working closely with internal teams, supply chain partners, and clients to evaluate tender documentation, optimise methodology, and ensure all pre-construction activities are delivered to the highest standard.
Key Responsibilities
* Tender Analysis & Planning
* Analyse tender documentation, Employer's Requirements, design and site constraints, and other relevant inputs to establish programme logic, methodology, buildability, and risk/opportunity profile.
* Produce detailed tender programmes, incorporating sequencing of works, critical path, float/time-buffers, resource and plant allocation, procurement lead times, logistics, and trade interfaces.
* Design & Methodology Review
* Review design information and construction methodology to identify opportunities to improve buildability, reduce risk, and optimise time and cost outcomes.
* Undertake site visits to assess logistics, access, sequencing challenges, existing conditions, and other site constraints to inform buildability, prelims, and programme development.
* Preliminaries & Costing
* Develop and cost construction preliminaries including site setup, temporary works, scaffolding, welfare, site management, and other associated requirements.
* Stakeholder & Supply Chain Engagement
* Engage with the supply chain and consultants to gather input on durations, lead times, constraints, and to validate build methodology assumptions and programme durations.
* Attend project briefings, mid-tender and post-tender interviews, presentations, or negotiations to explain programme, methodology, assumptions, and respond to queries from clients and stakeholders.
* Documentation & Compliance
* Produce documentation required for compliance with tender deliverables including programme, graphical timelines and phasing drawings, prelims breakdowns, risk registers, and tender responses.
* Maintain clear records of all assumptions, constraints, dependencies, and input used in creating tender documentation.
* Review & Continuous Improvement
* Present tender programme, methodology, buildability review, and risk analyses during internal reviews with senior management and tender signoffs.
* Facilitate lessons learned from previous tenders, reviewing successes and areas for improvement, feeding into future tender strategies.
* Support continuous improvement of pre-construction processes, tools, templates, and standards.
* Compliance & Brand Management
* Ensure brand management and corporate identity guidelines are implemented and upheld to maintain corporate image.

Skills & Experience
* Proven experience in pre-construction, planning, or project management within the construction industry.
* Strong understanding of construction methodologies, buildability, logistics, and sequencing.
* Proficient in planning software (e.g., Asta Powerproject, Primavera P6, or similar).
* Experience preparing and presenting detailed tender programmes and methodologies.
* Commercial awareness with ability to evaluate preliminaries and identify value opportunities.
* Excellent communication and stakeholder management skills.
* Strong analytical, organisational, and problem-solving abilities.
* Familiarity with ISO standards and integrated management systems desirable.
