3 months contract with a Local Authority Job Summary: • Wiltshire Council is seeking an experienced Waste Management Contract & Compliance Lead to manage and oversee complex, high-value waste treatment and disposal contracts. • Working within the Environment Directorate, this role is pivotal in delivering statutory Waste Services across the county, ensuring compliance with environmental legislation, and leading a team of specialists. • The post-holder will play a senior role in contract management, performance monitoring, and service improvement, supporting the council’s waste strategy and transformation initiatives under the Environment Act 2021. Key Duties/Accountabilities (Sample): • Full day-to-day management of multi-million-pound waste treatment and disposal contracts, including recycling centres, landfill, composting, and energy from waste. • Lead and manage a specialist team responsible for contract compliance, monitoring, and commissioning activities. • Act as Deputy Authorised Representative for waste contracts, with delegated authority to approve monthly spend and service amendments. • Provide senior technical and strategic advice on waste legislation, permitting, and compliance issues. • Monitor and analyse contract and service performance data to identify trends, risks, and opportunities for improvement. • Lead service development projects and implement changes to ensure continued environmental and statutory compliance. • Represent the council at regional and national meetings, deputising for senior managers where necessary. • Liaise with internal stakeholders (Legal, Procurement, Health & Safety) and external agencies (Environment Agency) to ensure robust service delivery and legal compliance. • Respond to complex complaints, councillor enquiries, and public/media interest in service-related matters. Skills/Experience: • Extensive experience managing large-scale, high-value contracts, preferably in a technical or waste services environment. • Strong understanding of waste management legislation, environmental compliance, and health & safety in contracted services. • Proven ability to manage budgets, analyse complex data, and produce technical reports for senior stakeholders. • Experience in project management, risk management, and delivering service improvements. • Excellent organisational, communication, and negotiation skills, with a track record of managing diverse teams. • Skilled in stakeholder engagement, including navigating political and public service environments. • Proficient in Microsoft Office and relevant contract or data management systems. • Experience in leading staff performance, development, and succession planning. • Experience working in a local authority or public sector setting. • Familiarity with Extended Producer Responsibility and compliance schemes. • Commissioning experience specifically within Waste or Environmental Services.
