The highly skilled Technical Adviser will provide technical leadership and support in local taxation across the Valuation Office Agency. You will work as part of a team of technical advisers who are passionate about their work and collaborative in their approach. This role offers the opportunity to handle unique, challenging, and highly technical cases, including collaborating with solicitors and barristers, and advising on technical and legal issues within the VOA.
Your responsibilities will include managing litigation cases such as complex hearings before the Valuation Tribunal, appeals to the Upper Tribunal (Lands Chamber) under simplified procedures, and proceedings in the High Court. You may also appear as an advocate on behalf of the Valuation Officer or Listing Officer. Additionally, you will provide technical, legal, and valuation advice across the VOA.
This leadership role provides an excellent opportunity to lead on high-profile cases. You will have the autonomy to manage your workload independently and handle complex and sensitive cases effectively.
Key Responsibilities:
1. Manage litigation cases, including hearings at the Valuation Tribunal, appeals to the Upper Tribunal, and High Court proceedings. This may also involve advocacy on behalf of the VO/LO.
2. Complete and manage litigation using analytical skills to resolve complex or sensitive cases.
3. Contribute to the development of technical and procedural guidance, fostering a consistent understanding of procedures and approaches.
4. Conduct research, analysis, and evaluation of issues, identifying options and assessing risks.
5. Identify, escalate, and mitigate risks and issues, linking data from various sources to surface trends and ensure appropriate escalation.
6. Develop and deliver technical updates and presentations to build capacity within the VOA.
7. Occasional travel within the UK, including overnight stays, to liaise with HMRC solicitors, Counsel, attend tribunal hearings, and deliver stakeholder presentations.
8. Support development and change initiatives by providing technical advice in projects such as NDR reforms, CT Wales reform, Business System Transformation, and other developments requiring technical input.
