Trust Housing Association have an exciting opportunity for a Planned Works Compliance Officer to join our team based in Glasgow (Hybrid). You will join us on a full-time, permanent basis, and in return, you will receive a competitive salary of £40,313 - £43,589 per annum.

About the role:

Our Assets and Sustainability Team are looking for a full time Planned Works and Compliance Officer. The ideal candidate should have a proven track record of managing and delivering planned works and cyclical compliance contracts. The post is full time with blended working and a flexible working hours policy in operation. Expect to travel throughout mainland Scotland and Highlands, on a regular basis, with overnight stays required on occasion.

The candidate will have experience of team management and workload prioritisation with a good technical background in the installation and maintenance of building components and building services systems. Be able to demonstrate experience in monitoring cyclical compliance contracts, interpreting planned preventive maintenance reports and overseeing their associated remedial works. Be self-motivated, organised, and capable of working independently with good written and verbal communication skills. Have a technical qualification (HNC or equivalent) whilst IT literate with experience of MS Office and Teams.

Key responsibilities of the Planned Works Compliance Officer:

Design and Specification: Assist management by liaising with consultants, colleagues, and customers with preparation of scheme designs and specifications for refurbishments, adaptations, alteration and upgrade works to existing Trust properties and premises.

Procurement: Have a working knowledge of different type of procurement routes including use of quotations, works schedules, bills of quantities and the use of external frameworks. Prepare and issue pricing documents for various types of maintenance contracts in accordance with Trust policies, procurement procedures and statutory requirements.

Contract Management: Oversee building components and building services systems replacement contracts. Chair progress meetings; manage programmes & delays; authorise payments and variations; pre and post inspect works; prepare remedial defect lists; ensure collation of certificates, O&M manuals, and H&S file documentation on completion of works.

Technical Lead and Support: Provide technical guidance and support to others during maintenance and compliance servicing contracts. Diagnose technical issues, defects or poor workmanship and recommend remedial actions.

Compliance Monitoring: Regularly monitor and review compliance servicing contracts including works schedules and planned preventive maintenance reports to ensure they are delivered and carried out to the agreed specification and guidance. Inspect and identify areas for improvement and ensure remedial measures are implemented.

Quality Control & Reporting: Regularly carry out inspections and audits of maintenance and servicing contracts to ensure they are in accordance with the prescribed specifications. Prepare reports on status of maintenance and compliance servicing contracts throughout the year. Assist in preparing reports for the Annual Return of Charter and Audit and Performance reports for Trust’s Board and Committee

Health and Safety: Demonstrate a good working knowledge of existing regulations and procedures in all aspects of health and safety including asbestos, water hygiene, fire risks, electrical and gas safety. Be expected to take an active role in ensuring client, designers and contractors carry out their duties in relation to the Construction (Design & Management) regulations, with experience of risk assessments, method statements, construction phase plans, O&M manuals and health and safety files.

Customer Care: Represent Trust by regularly communicating with customers, colleagues and other stakeholders in relation to planned works and compliance servicing. Be able to oversee works or service-related complaints and resolve within prescribed timescales whilst ensuring customers or their representatives are kept informed of progress.

*Blended Working: Trust operates a blended/hybrid working approach and you will have the opportunity to work flexibly from both a remote location (‘home’) and your contractual workplace ('office') should you choose to do so. We have offices in Edinburgh, Glasgow and Wishaw and your contractual workplace will be Edinburgh. There are no set rules for how many days you will work from each location, and you will be trusted to work from the most suitable location for what is best for the customer, the business, the team and yourself.
