Serco is recruiting for a Risk and Compliance Manager to join our team based in Bristol.
The Risk & Compliance Manager will develop and implement an integrated risk management approach across the Armed Forces Recruitment Service, aligning risk, compliance, assurance, and business continuity. The role involves identifying, recording, and assessing risks and opportunities holistically across all categories, maintaining governance and best practices for risk and contract compliance, ensuring robust oversight throughout the business lifecycle.
Serco partners with the UK Ministry of Defence (MOD) to provide critical recruitment services for the UK’s Armed Forces. This new joint Armed Forces Recruitment Service (AFRS) will support the Royal Navy, the British Army, and the Royal Air Force, delivering end-to-end support from candidate attraction to assessment, onboarding, and Phase 1 training. Our team combines integrated technology and specialist partners to modernise and improve the candidate experience, driven by values of integrity and service to our people, the MOD, and broader society.
Main responsibilities of the role:
* Act as subject matter expert on risk and compliance, advising AFRS team and leadership on risk-related matters.
* Work with the joint Serco / MoD PMO team to proactively manage risk.
* Provide accurate and timely reporting on risk and compliance.
* Identify opportunities to enhance risk management.
Risk Responsibilities:
* Develop, implement, and manage a holistic risk management framework (RAIDO) covering Risks, Assumptions, Issues, Dependencies, and Opportunities.
* Align the AFRS Risk Framework with group and divisional objectives.
* Ensure risks and opportunities are identified, recorded, assessed, and prioritized effectively.
* Maintain high-quality RAIDO reporting for senior leaders and committees.
* Support the Head of PMO & Transformation in managing the RAIDO Register and engaging senior stakeholders.
* Assist with implementing risk policies, standards, procedures, and controls.
* Lead risk activities across the project lifecycle in accordance with Serco’s ERM methodology.
* Manage the RAIDO log to ensure project outcomes are predictable and high-quality.
* Manage risks and issues, escalating decisions as needed.
* Support RAID assurance reviews.
Compliance Responsibilities:
* Ensure contract compliance with legislation, standards, and regulations.
* Produce reports in tabular and graphical formats for stakeholders.
* Provide user training and mentoring on compliance systems and risk management.
Stakeholder Management Responsibilities:
* Identify and manage relationships with key stakeholders across AFRS workstreams.
* Collaborate with the Outreach and Engagement teams on asset management.
* Train and support teams on compliance and risk processes.
* Ensure effective governance and risk oversight to support strategic decisions.
Qualifications and Skills:
* Ability to achieve BPSS Clearance.
* Willingness to travel as required.
* Professional qualification in risk management (desirable).
* Strong background in risk management principles and practices.
* Proficiency in MS Office, especially Excel; Visio knowledge is a plus.
* Data management and MI production skills.
* Excellent communication, stakeholder engagement, and influencing skills.
* Strong planning, organizational, and problem-solving skills.
* Experience in managing change and demonstrating innovation.
* Ability to work independently and as part of a team, with flexibility to support wider objectives.
