Property Disposals Manager – Local Authority (London)
£454 p/day PAYE / £600 p/day Umbrella (Inside IR35)
36 hours per week
6-month contract
We are seeking an experienced Property Disposals Manager to oversee and implement the Council’s asset disposal programme. You will lead a team of 3 Surveyors and 1 Project Officer, managing the disposal of surplus assets while ensuring maximum financial returns for the Council. This role offers hybrid working, with a minimum of 3 days per week in the office.
Responsibilities:
* Lead the Council’s asset disposal programme, ensuring compliance with legislation and maximising value.
* Oversee and support the work of 3 Surveyors and 1 Project Officer.
* Manage disposals by sale or lease of surplus property.
* Source Red Book valuations and undertake financial/market analysis to support disposals.
* Prepare reports and presentations for stakeholders, including briefing papers, Executive reports, and Key Decision reports.
* Provide advice on enhancing assets prior to disposal (planning applications, refurbishment, marriage value etc.).
* Oversee leasehold management and implement re-gearing/letting strategies to increase Council income.
* Coordinate due diligence, auctions, and sales processes, negotiating favourable terms.
* Lead negotiations with landowners, developers, and stakeholders on acquisitions and disposals.
* Conduct market research and internal valuations to support strategic decision-making.
* Assist with maintenance of the Council’s Asset Register and revaluation processes.
Requirements:
* MRICS (or equivalent professional membership).
* Proven track record in property disposals, ideally within a local authority setting.
* Strong knowledge of property legislation, regulations, and procurement procedures.
* Experience in asset management, leasehold negotiation, and property transactions.
* Excellent stakeholder engagement and negotiation skills.
* Ability to lead and develop a team effectively.
