Job Description

We are looking for an experienced Strategy and Policy Specialist to lead work in the new EA team – the Strategic Design and Transition Programme – analysing the implications of the Independent Water Commission’s report into the water sector and its regulation for the EA’s future shape and design. This includes developing a plan to protect and enhance the environment while supporting sustainable growth.
Responsibilities
* Provide high‑quality, balanced, evidence‑based advice to inform future thinking on the IWC report recommendations, particularly the call for a single water regulator.
* Engage colleagues across government, within EA and other regulators to ensure alignment as we develop our approach.
* Lead work to seek and implement improvements to water regulation ahead of future legislative change.
* Coordinate EA views and advice to support Government departments shaping future policy.
* Embrace constructive challenge and diverse thinking while keeping pace in a fast‑moving environment.
* Adopt a flexible approach and assist other projects and workstreams in the programme as needed.
* Actively contribute to a high‑performing, agile team that thrives amid high demand and ambiguity.
Team
You’ll work closely with the Strategic Design and Transition Programme Director and Deputy Directors in a small, motivated team. The environment is friendly and supportive, with opportunities for personal development.
Qualifications & Skills
* Knowledge of environmental management and/or the water sector, its regulation and EA’s role.
* Experience in central government policy development, including collaboration with economists and scientists.
* Strategic thinking and action.
* Excellent communication and engagement skills, translating complex or ambiguous issues into clear, targeted advice on short notice.
* Experience working across boundaries and influencing at all levels.
