Overview

We have an exciting opportunity for three individuals to join our Team as Medical Deployment Officers working within a Medical Deployment Team providing a quality medical deployment service within Leeds Teaching Hospitals NHS Trust.

The role involves managing Resident doctor rota gaps on the electronic rostering system, recording resignations, updating swaps, absence and sickness, and booking Internal Bank and external Agency doctors as requested by medical departments. The post holder will work independently and in a team, and collaborate with other departments, maintaining high standards with attention to detail and accuracy.

Main duties of the job

The successful candidate will support designated Clinical Service Units (CSUs) with the rostering of Resident Doctors:

* Ensure the electronic rostering system has the correct rota templates against each roster.
* Upload Resident Doctors to the electronic rostering system and adhere to national rotation timescales in the Resident Doctor Contract 2016.
* Co-ordinate Less Than Full Time working patterns with CSUs and individual resident doctors and plan appropriate service cover in accordance with contracted requirements.
* Manage real-time resignations, swaps, sickness and absence recording on the e-rostering system.
* Analyse the e-rostering system to identify and monitor breaches of safe working hours, escalating and identifying alternative solutions.
* Collaborate with Rota Co-ordinators to coordinate, run and publish rosters in line with rotation timescales.
* Use bank/agency systems to coordinate bookings for internal and external medical locum and agency staff promptly and effectively.
* Provide and receive complex information relating to medical staff working patterns, interpreting and applying the Resident Doctor Contract 2016 rules and fulfilling reporting requirements to NHS organisations (e.g., NHSI) such as 48-hour and 72-hour breach reports.


Knowledge, skills and experience required

* Significant administrative experience, preferably in the NHS or a similar complex organisation.
* Knowledge of good practice in administrative processes related to recruitment and deployment of staff, including employment checks.
* Working knowledge of medical staffing employment practices and the Resident Doctor Contract 2016.
* Ability to communicate with staff, medical staff and managers at all levels; effective interpersonal and influencing skills, including negotiation, and the ability to remain calm in tense situations.
* Excellent communication skills; experience in a customer-focused environment; handling confidential matters with tact and diplomacy.
* Advanced keyboard skills (producing letters, spreadsheets, reports, etc.).
* Ability to analyse and assimilate information relating to staff rostas to identify and resolve potential problems.
* Knowledge of Healthroster/Bankstaff within 6 weeks of entry to enable non-routine reporting.
* Ability to prioritise workload and meet challenging timescales; experience supervising junior team members; accountability for decisions.

Job responsibilities

JOB PURPOSE

The post holder will work to deliver the Medical Workforce Strategy through the implementation of medical workforce projects, including temporary medical agency utilisation and deployment of the medical workforce using e-rostering/bank systems.

JOB DIMENSIONS

To work within a Medical Deployment/Bank Office team to provide a quality medical deployment service within Leeds Teaching Hospitals NHS Trust, managing Resident doctor rota gaps, recording resignations, swaps, absence and sickness, and booking Internal Bank doctors and Agency doctors as requested by medical departments.

The service will:

* Ensure the e-Rostering system has the correct Doctors Roster System (DRS) templates for each roster.
* Upload Resident Doctors and align them to rosters from the Electronic Staff Record (ESR); produce live rosters from templates.
* Manage real-time resignations, swaps, sickness and absence on the e-Rostering system.
* Identify and monitor breaches of safe working hours; escalate and identify alternatives as per Resident Doctor Contract 2016.
* Manage rota gaps by securing medical bank staff and temporary staffing solutions with senior medical staff.
* Advertise locum gaps and coordinate recruitment of medical bank staff with the Medical Deployment Assistant via messaging, emailing and phone.

KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED (summary)

* Significant administrative experience, preferably in the NHS or similar complex organisation.
* Knowledge of administrative processes for recruitment and deployment of staff, including employment checks.
* Working knowledge of medical staffing and the Resident Doctor Contract 2016.
* Excellent communication skills; ability to interact with staff at all levels and handle confidential information.
* Advanced keyboard skills; ability to produce letters, spreadsheets, reports, etc.
* Ability to prioritise workload and meet challenging timescales; prior supervision experience is desirable.
