We are now looking for an experienced Housing and Neighbourhood Manager to lead high‑quality, customer‑focused housing services across the borough.

As Housing and Neighbourhood Manager, you will provide visible, values‑led leadership to frontline housing teams, ensuring our neighbourhoods are well managed, our homes are safe, and residents are supported to sustain their tenancies. You will lead and manage Housing Officers and neighbourhood‑based staff to deliver excellent housing management services, overseeing tenancy management, antisocial behaviour, allocations, voids and estate standards. You will ensure strong compliance with landlord health and safety responsibilities, safeguarding duties and regulatory requirements, and use insight, data and resident feedback to drive continuous improvement and better outcomes. The role includes managing delegated budgets, overseeing contractor and supplier performance to ensure value for money, and building effective relationships with residents, councillors, partners and other council services. You will also play an active role in responding to housing emergencies as part of the on‑call rota.

This role is central to delivering Bury Council’s ambition to work as One Council, strengthening neighbourhoods, reducing inequality and improving quality of life for our residents.

We are looking for a committed housing professional with significant experience in housing or neighbourhood management, including supervising staff. You will be confident in managing complex tenancy issues, antisocial behaviour and customer complaints with a resident‑focused approach, and have a strong understanding of housing law, landlord responsibilities and regulatory standards. You will have experience managing budgets, performance and service improvement, lead with integrity and respect, and act as a positive role model for others. A strong commitment to safeguarding, equality, diversity and inclusion is essential, as is the ability to work flexibly and participate in an emergency on‑call rota. You must hold a full UK driving licence and have access to a vehicle. You will be working towards, or already hold, a professional housing qualification such as CIH Level 4 (or equivalent).
