Overview

Gwynedd Consultancy (YGC) is seeking an experienced Senior Environmental Officer to join the team, supporting the management and delivery of a range of environmental projects across the Council and for external clients. This role will play a key part in ensuring projects are managed effectively, in line with relevant legislation, environmental policies, and professional standards.


Responsibilities

* Ensure that the people of Gwynedd are at the heart of everything we do.
* Manage projects, as directed by the Principal Engineer / Unit Manager.
* Ensure successful delivery to the specified requirements of the brief provided by the Client in terms of cost, time and quality.
* Be active in the development and implementation of project management techniques and systems (e.g. YGC’s Project Management Procedure, PRINCE2, the Council’s Project Management Handbook).
* Manage flexible project teams, providing leadership to team members.
* Address all requirements for financial control of projects and provide financial feedback to Principal Engineer / Unit Managers on project and workload issues at regular intervals.
* Perform contractual obligations on construction projects.
* Resolve contractual matters with contractors & consultants.
* Review and develop new procedures in accordance with Council policies and procedures as well as national developments.
* Address all national and EU improvement initiatives.
* Fulfil the requirements of health and safety and environmental legislation.
* Acquire and maintain up‑to‑date knowledge of procurement methods for infrastructure projects, technical standards, and statutory responsibilities.
* Manage subordinate staff and deputise for the immediate superior.
* Ensure that YGC meets all Council requirements.
* Take full responsibility for the financial management of projects.
* Ensure that all staff timesheets and approvals are completed in accordance with YGC procedures.
* Collaborate with YGC’s Health and Safety representative to maintain compliance with health and safety obligations.
* Develop and maintain a practical and professional relationship with clients.
* Supervise and control the activities of specialist consultants and sub‑contractors.
* Undertake an expert witness role as required.
* Develop and maintain YGC’s Business Plan and related documentation.
* Prepare pre‑tender health and safety plans.
* Market the work and abilities of the unit to present and potential future clients.
* Manage Level 2 and Level 3 projects; assist in managing Level 1 projects.
* Act as project manager on schemes, carrying out feasibility studies, data collection, preliminary investigations, technical assessment, design, administrative, quality and financial procedures.
* Prepare project programmes and expenditure forecasts; monitor and report progress and costs to senior management.
* Supervise the financial, administrative and technical control of works of construction, investigation, assessment or maintenance executed on behalf of the Client.
* Resolve contractual issues on behalf of clients.
* Undertake duties required by the CDM Regulations.
* Liaise with Site Supervisors throughout the lifecycle of the project.
* Ensure that computer systems and software are available and suitable for optimum performance of the unit.
* Liaise with other services, directorates, Council members, statutory undertakers, external organisations and individuals concerning all aspects of the works.
* Supervise and guide the work and development of subordinate staff.
* Report to, and receive instructions from, senior management.
* Carry out other relevant administrative and professional duties commensurate with the seniority of the post.
* Take responsibility for self‑development.
* Ensure compliance with Health and Safety rules in the workplace in accordance with the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
* Operate within the Council’s policies in relation to equal opportunities and equality.
* Manage information in accordance with the Council’s information management guidelines and Data Protection legislation.
* Commit to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan and encourage others to act positively towards reducing the carbon footprint.
* Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
* Report any concerns of child or vulnerable adult abuse.


Qualifications and Experience

* Degree or HND in a built environment subject.
* Professional qualification to Eng Tech status or equivalent (essential); IEng Professional status or equivalent (desirable).
* Experience in construction project management/delivery.
* Experience of developing projects, working with the Design Manual for Roads & Bridges, NEC, ECC/JCT contracts.
* Experience of managing infrastructure projects, including financial control.
* Experience of client management (desirable).
* Experience of managing a team (desirable).
* ECC Supervisor experience/accreditation (desirable).
* Knowledge of CDM duties and responsibilities.
* Experience of project management.
* IT skills.


Skills and Specialist Knowledge

* Knowledge of CDM duties and responsibilities.
* Experience of working within relevant legislation.
* Experience of NEC/ECC/JCT or other forms of contract.
* Knowledge of procurement.
* Experience supervising project teams.


Language Requirements

* Listening and speaking – Intermediate fluency in Welsh and English on everyday subjects; able to discuss cases involving the field of work.
* Reading and understanding – Intermediate; understand everyday correspondence, longer reports.
* Writing – Intermediate; able to write letters, e‑mails and short reports in Welsh and English.
