Estates & PFI Compliance ManagerAn exciting opportunity for an experienced estates and facilities management professional with expertise in PFI contracts, asset management, building compliance, hard FM and public sector estates operations.If youve also worked in the following roles, wed also like to hear from you: Senior Estates Manager, Technical Facilities Manager, Contracts Manager, Asset Manager, Hard FM ManagerThis role is known internally as an Estate Compliance Manager (PFI)SALARY: £49,178 to £52,937 per annum + BenefitsLOCATION: Hybrid working from the office in Matlock, Derbyshire, East Midlands (DE4) and from homeJOB TYPE: Full-Time, 12 Month Fixed Term Contract (from start date)WORKING HOURS: 37 Hours per week, Monday to FridayJOB OVERVIEWWe have a fantastic new job opportunity for an Estates & PFI Compliance Manager with previous experience managing facilities management contracts, estates compliance, asset management and PFI contracts within a complex public sector environment.As the Estates & PFI Compliance Manager you will oversee the technical and contractual management of school estates, ensuring buildings remain safe, compliant and fit for purpose while supporting lifecycle management, building compliance and long-term estate strategy.Working closely with contractors, schools and senior stakeholders, the Estates & PFI Compliance Manager will lead hard FM performance monitoring, compliance audits, financial reconciliation, facilities management delivery and PFI handback planning across the estate portfolio.DUTIESYour duties as the Estates & PFI Compliance Manager include:Lead Estate Compliance: Manage estate compliance and technical oversight across PFI contracts to ensure statutory and contractual obligations are achievedManage FM Contracts: Oversee hard and soft facilities management contracts, service delivery standards, KPIs and performance frameworksMonitor Financial Performance: Review unitary charge payments, lifecycle costs, utilities reconciliation, insurance reviews and financial submissionsApply Contractual Measures: Challenge service failures and apply contractual deductions where standards are not metConduct Compliance Audits: Carry out PPM audits, condition surveys, lifecycle reviews and energy management assessmentsSupport PFI Handback: Contribute to PFI contract expiry and handback arrangements to ensure assets are returned in a compliant and sustainable conditionProvide Technical Leadership: Act as the organisations lead advisor on estates compliance, PFI contracts and building systemsManage Stakeholder Relationships: Build effective relationships with schools, governors, contractors and internal teamsLead and Support Staff: Line manage and mentor PFI Project Officers, supporting workload management and professional developmentPrepare Technical Reports: Produce clear compliance updates, asset management reports and contractual recommendations for senior leadershipCANDIDATE REQUIREMENTSESSENTIALPrevious experience managing complex facilities management contracts within a public sector, estates or PFI environmentStrong understanding of PFI contracts, payment mechanisms, KPIs and performance frameworksProven experience of estates compliance, asset management, hard FM and building systems oversightCommercial and financial awareness with experience reviewing invoices, lifecycle costs and contract disputesAbility to interpret complex technical, contractual and compliance informationStrong stakeholder management, negotiation and communication skillsExperience leading teams, managing workloads and supporting staff performanceAbility to work effectively within politically sensitive or high-profile environmentsDegree or equivalent qualification in a relevant disciplineProfessional qualification in property, estates or contract managementDESIRABLEProject management qualificationExperience supporting PFI contract expiry or handback processesKnowledge of education estates and school facilities managementBENEFITSHybrid working arrangementsLocal Government Pension SchemeGenerous annual leave entitlementProfessional development opportunitiesEmployee discounts and benefits packageSupportive team environmentAPPLY TODAYBy submitting your job application to us you are hereby giving us your express consent to submit your details to our Client for this purpose.JOB REF: AWDO-C14770Full-Time, Permanent Jobs, Careers and Vacancies.
