* Bolton delivers both Smoking Cessation and Tier 2 Weight Management Support, addressing tobacco dependency and healthy weight management.

This is a demanding job, but you will not be on your own. ABL’s highly experienced and friendly multi‑disciplinary team of Health and Social Care professionals, Business Intelligence, Service Development, Governance, Finance and Business Development are there to support. Additionally, existing experienced delivery teams will be available to support you to drive the Service forward.
Key Responsibilities
In this role, you will build and maintain strong relationships with ICBs, PCNs, local authorities, and voluntary sector partners to influence system‑level decision‑making and ensure lifestyle services are prioritised within care pathways. You will represent the organisation at regional forums and strategic planning groups, while identifying opportunities to redesign and disrupt existing pathways to incorporate lifestyle interventions. Working collaboratively with system partners, you will co‑design new referral pathways that are clinically appropriate, scalable, and sustainable, leading pilot projects and evaluating their impact to inform wider rollout.
You will play a key role in developing and embedding referral systems within clinical platforms such as EMIS and SystmOne, ensuring these pathways are accessible, inclusive, and responsive to the needs of diverse populations. Alongside this, you will identify opportunities for business development and innovation, preparing proposals and business cases to secure funding and build strategic partnerships that strengthen and sustain lifestyle services across the region.
A strong focus on monitoring and evaluation will be required, including developing KPIs and outcome measures, reporting progress to stakeholders, and using insights to drive continuous improvement. You will also contribute to capacity building by supporting the training and development of frontline staff, sharing best practice across the region, and contributing to national learning. Finally, you will provide line management for Stakeholder and Engagement Officers, ensuring effective delivery and alignment with strategic objectives.
Qualifications
* Proven experience in system‑level engagement and influencing within health and care settings.
* Strong understanding of ICB structures, priorities, and commissioning processes.
* Demonstrated experience in pathway redesign and service integration.
* Track record in business development, including writing proposals and securing funding.
* Excellent stakeholder management and communication skills.
* Ability to work autonomously and drive change across complex systems.
* Knowledge of lifestyle services, prevention models, and population health approaches.
* Degree‑level qualification in public health, health management, social care, or a related field.
* Evidence of continued professional development.
