About the PFI Replacement Team: DIO Commercial manages a number of Private Finance Initiative (PFI) contracts on behalf of the Front-Line Commands, many of which expire in the next few years and cannot be extended. The role holder will lead the commercial team responsible for designing, procuring and contracting for the replacement arrangements, as well as the team responsible for managing the current PFI contracts. The ideal candidate will possess extensive experience of designing and leading complex Category A procurements, with specific emphasis on hard and soft FM, ancillary services and construction. The role will engage with and seek to elicit support from a number of stakeholders, including Front Line Commands, DIO project delivery teams, other Government departments and wider industry and supply chain partners. DIO provides critical construction, asset management and FM services to a range of military and civilian customers. Person specification As an Associate Commercial Specialist in the PFI team you will: Must have MCIPS level 6 or be willing to work towards obtaining it within 1 year of taking up the position. Hold a Commercial Delegation to make contractual commitments on behalf of the MOD, with all the accountability and authority to ensure that there are robust procurement strategies for all procurements, that all contractual commitments represent value for money and are affordable within agreed approvals. Deliver the agreed programme of procurements on time and to a high quality, engaging as necessary with customers, the delivery team and other enabling functions, the scrutiny community and decision makers. Play an active and effective role in meetings, as a representative of the Commercial Function. Lead a team, building their confidence and commercial capability to drive performance and manage setbacks. Provide both decisive and educated leadership, facilitating the engagement and effectiveness of the commercial team. Successfully engage, lead, coach and inspire the team to reinforce the MOD and GCO leadership values. Deliver all required line management activities to ensure the team deliver their objectives. Ensure that DIO Projects and programmes adhere to legal and regulatory requirements, contractual obligations and ethical considerations. Advance Government policy, including sustainability and social value, through all commercial relationships. Drive improvement of commercial awareness and capability across the organisation to ensure best practice is applied through all phases of the commercial lifecycle. Deliver cash and efficiency savings to support the departments financial position, contributing to the maintenance of a category level savings pipeline, demonstrating delivery against forecast. Delivery: Lead the team delivering significant CAT A Procurements, including development of bidder documentation and contract terms. Support and oversee development, testing and implementation of effective evaluation strategies. Support and oversee the end-to-end tendering process under the new 2023 Procurement Act and 2024 Procurement Regulations, ensuring commercial compliance and delivery of Value for Money. Lead delivery of multiple current PFI contracts, ensuring effective management of PFI contractors and outstanding delivery on behalf of TLB customers. Lead development of commercial PFI Exit strategies, support and oversee their implementation and ensure effective collaboration with the wider PFI Exit Management team. Customer: Interface and collaborate with Customers from all TLBs to develop relationships, requirements and business strategies. Build effective, collaborative relationships with other DIO departments. Engage with Internal and External stakeholders to understand motives and influence decision making. Provide management information for reporting within DIO chain of command.
