As Project Officer you will be responsible for the development, implementation, management, review and reporting of a project to implement the Council’s preferred HR and Payroll software solution. You will project manage a range of work streams in relation to the project and contribute to the wider programme of HR and OD activities.

Essential Criteria
Relevant Degree
PRINCE2 Practitioner
Experience working in a project environment.
Experience in managing others
Experience in developing and managing complex databases and systems.
Preparing and presenting complex information in a clear and easy to understand format.
Informing, consulting and engaging a wide range of customers/ stakeholders
Knowledge of the implementation of new software and systems.
Knowledge of project management tools.
Desirable Critria
Knowledge of the Council’s current payroll and HR system - ITrent
Knowledge of the Council’s terms and conditions of service
Knowledge of payroll and HR processes
Applicants should note that:-
Ensure that high quality services and best value are delivered to service users by ensuring that all agreed plans are implemented efficiently and effectively. In particular:
1. To effectively project manage designated workstreams and activities.
2. To support HR and OD team objectives and to lead on the specific project to deliver implementation of the preffered HR and Payroll software solution.
3. Effectively monitor project budgets.
4. Ensure timely production of appropriate project documentation including PID, project plan, highlight reports, exception reports and work packages.
5. Make appropriate use of project and programme governance arrangements to ensure timely project delivery.
6. Line management of project team members as required.
7. Develop business cases for proposed projects as required
8. To identify and promote areas for closer partnership working internally and externally, including liaison with key local partners and national bodies as appropriate.
9. To identify and progress opportunities to lead or support change to improve customer satisfaction, service quality and efficiency.
10. To work with others to develop council policy, procedures, processes and guidance directly associated with the project as required.
11. To provide research and information required to meet the needs of the project.
12. To undertake analysis and write and present reports that help determine and support project objectives.
13. To report information as required or necessary to ensure an effective strategic overview of HR and OD activities relating to the project.
14. To liaise with colleagues to identify opportunities for mutual support sharing information, supporting development activities or identifying areas for improved working
15. To liaise with external bodies on relevant topics to find examples of more effective working and sharing of good practice from Argyll and Bute.
16. To liaise with external bodies on relevant topics related to the project.
17. To establish and maintain good working relationships with colleagues, members, senior managers and staff employed by partner organisations
18. To produce clear and concise written reports and presentations to communicate complex issues in an easily understood manner.
19. Provide a high level of customer care for the general public and partner organisations.
