Are you passionate about making change happen at scale? As our new PPMO Manager, you’ll sit right at the heart of Lancashire County Council’s strategic transformation—helping to shape, support and drive delivery across a diverse and ambitious change portfolio. This is an exciting opportunity to influence how major programmes are governed, planned, assured and delivered, while helping to embed a culture of excellence across the organisation. Working closely with the PPMO Lead, Senior Transformation Managers and PPMO Officers, you’ll champion best practice, strengthen capability, and ensure our programmes are set up for success.
What You Will Be Doing;
1. Managing and developing PPMO staff, supporting recruitment, retention and ongoing capability‑building across the Portfolio Office.
2. Leading the delivery of the Centre of Excellence, including standards, policy, processes, consultancy and continuous improvement of the PPMO service offer.
3. Overseeing governance activities—developing reports, dashboards and assurance updates for senior stakeholders.
4. Prioritising, tracking and supporting change portfolio activity, ensuring alignment, resource planning, RAIDL management and performance monitoring.
5. Acting as a key member of the PPMO management team, contributing to service development initiatives and deputising for the PPMO Lead when required.
What We’re Looking For;
6. A qualified PPMO professional with significant experience in portfolio, programme or project office environments.
7. Strong experience designing, building and delivering PMO functions, with the ability to influence senior leaders and manage complex stakeholder relationships.
8. Knowledge of change methodologies (waterfall, agile, hybrid) and expertise in planning, resource management, RAIDlL Management and assurance frameworks.
9. Excellent communication, analytical and workshop‑facilitation skills, with the ability to co‑design solutions and present information with clarity.
10. A collaborative, credible professional who can work across services, guide project teams, and champion best practice in a fast‑moving environment.
