Role: POAS Team Leader

Business: Office of Public Guardian (OPG)

Location: Birmingham, Victoria Square House, B2 4AJ

Organisational Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Team Overview

The role advertised is for a Team Leader with direct line management of a team of administration officers within POAS (Power of Attorney Services), based in Birmingham. T are various functions within POAS such as Post, Scanning, Payments, Filing, Casework, Registration, Quality Assurance and Complaints. Successful applicants will be allocated to roles based on business needs at the time of recruitment. All staff from Administration Officer to Higher Executive Officer are mobile grades within the civil service, tfore movement within the POAS and OPG will be dependent on business

needs. The successful candidates will be based in Birmingham. You will support and

contribute to performance of the POAS 40 Day AACT by ensuring your teams targets are met.

Duties and Responsibilities

* You will ensure staff achieve Minimum Performance Expectations agreed in your area and quality target of 95%.

* You will perform regular dip sampling/quality checks of your team's stat sheets/work, providing feedback, monitoring and reducing downtime.

* You will work with other Team Leaders to review processes, make recommendations for improvements to enhance the customer experience contributing to continuous improvement opportunities.

* You will organise, lead and participate in team meetings, developing working relationships across your department, POAS, Operations directorate and wider OPG.

* You will act as a role model for staff, demonstrating behaviours within the MOJ Leadership statement and OPG values.

* You will proactively manage the team's wellbeing by engaging with staff regularly, supporting and contributing to wider engagement plans.

* You will be clear, honest and transparent in your communication and leadership, making decisions that involve the relevant people at the right time.
* Manage your team within the office and remotely, providing support and guidance to help them continue to perform their roles in a safe environment.
* You will regularly review operational processes in your area and identify areas for improvement, supporting your teams through change.
* You will develop your staff ensuring they receive the appropriate training and support for their job role.
* You'll take responsibility for your own learning and development with the support and guidance from your line manager.
* You will promote and implement diversity and equality of opportunity in all areas of work supporting initiatives within the organisation.
You will have a good knowledge of HR policies w- you will identify poor performance, attendance and conduct issues taking action as appropriate in accordance with MOJ policy, whilst also recognising positive performance using reward and recognition schemes.
* You will contribute to the development of business transformation finding ways to be efficient, flexible and exploiting digital channels.
* You will take responsibility for the health and safety of others and abide by relevant Health and Safety Procedures and policy.
* You may be asked to undertake ad-hoc projects as agreed with Unit and Delivery Managers which are in line with the skill set of this post.

Agreed Expectations

The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.

OPG offers flexible working arrangements with potential opportunities to work from home. Flexible working arrangements are decided on a case-by-case basis and are dependent on business needs.

Desirable Skills

The below criteria are desirable only. These will not be assessed throughout the recruitment process but will be used in the event of tied scores between candidates.

* Experience of using Microsoft computer packages i.e. Word, Excel, Outlook, MS Teams, OneNote, Presentations and PowerPoint.

Application Process

This recruitment will follow the Civil Service Success Profile process. Candidates will be expected to provide a Personal Statement of Suitability of no more than 750 words in support of your application based on essential and desirable skills.

In the event of a large number of applications we will conduct a preliminary sift against the Lead Criteria specified. Those that pass the preliminary sift will be sifted against the full essential and desirable criteria.

Interview Process

If you are successful at sift, you will be invited to an interview which will use the Civil Service Success Profiles. At interview candidates should expect questions on:

* A practical assessment which will be a presentation with visual aids to assess your ability to work with others and communication skills. Details of the presentation will be provided to candidates who pass sift.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements w business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone's circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location's respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ's terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, w they meet the demands of the role and business needs. Annual leave is 25 days on appointment and will increase to 30 days after five years' service.
