You will provide project and strategic support across Live Well commissioning programmes, leading and developing a team of Commissioning and Project Improvement Officers to deliver high‑quality, responsive services. The role requires building strong, collaborative relationships with providers, service users and key partners, as well as deputising for the Head of Service when needed.
The Mental Health and Learning Disabilities & Autism roles focus on commissioning high‑quality, outcome‑based services through strong project management, data analysis and market‑shaping. You will work closely with partners to improve and integrate services while ensuring compliance with legislation and policy. Responsibilities include contract negotiation, contract management, performance monitoring, report writing, strategic planning and leading commissioning officers to drive continuous improvement. You will also need to work effectively with Brokerage and Placement Officers to ensure effective sourcing of accommodation‑based services and complex care packages based on internally quality‑assured referrals from Social Work teams.
The Community Housing and Community Safety role focuses on the strategic development of specialist Supported Housing, ensuring effective, well‑managed contracted services. You will lead strategic commissioning by aligning workplans with regional and regulatory priorities, working with key housing and care partners, and using population and market intelligence to shape high‑quality supported accommodation and homelessness services. You will also oversee commissioning for domestic abuse and community safety services, ensuring legal compliance and delivering multi‑agency, trauma‑informed, coproduced approaches that respond to local needs and emerging risks.
About You
You will be an experienced and confident professional with a strong understanding of local authority legal, policy and financial frameworks. You will bring sound knowledge of legislation and regulatory requirements relevant to Live Well commissioning, with a clear grasp of outcome‑based commissioning and effective contract management. You will be interested in applying for one of the three roles within the Live Well Commissioning team, covering Mental Health, Learning Disabilities & Autism, or Community Housing & Community Safety.
You will have excellent project management skills, with a proven ability to lead and deliver complex projects within wider programmes of work. Skilled in analysing, interpreting and presenting data, you will use evidence to inform decision‑making and drive improvements in service delivery. Your communication skills in both written and verbal form will be of a high standard, enabling you to present information clearly and build effective relationships across a wide range of partners.
You will be adept at forming productive working relationships within the Council, with external providers, and with wider stakeholders. Your ICT skills will be strong, and you will be confident using a range of digital tools, research methods and data sources to support commissioning activities. A sound understanding of the needs of vulnerable client groups will underpin your approach.
You will bring significant experience in commissioning, contract management, project delivery or comparable work within health or social care environments. You will be degree‑qualified or able to demonstrate substantial equivalent experience. Evidence of your continuous professional development will show your commitment to maintaining and strengthening your expertise.
