Position: Lead Civil Engineer
Location: North East Lincolnshire (2–3 days per week in the office)
Daily Rate: £355.98
Contract: Temporary (long-term opportunity)

About the Role
We are proud to represent our client, a forward-thinking local authority with a strong commitment to public services and infrastructure transformation. They are currently seeking a highly experienced and qualified Lead Civil Engineer to deliver design, project management, and leadership across a portfolio of highways and transformation projects.
This role plays a vital part in supporting the Council’s Stronger Economy and Stronger Communities priorities and delivering key outcomes outlined in the Local Plan.
Key Responsibilities
* Lead on the design, procurement and contract administration of highways, civil and structural engineering projects
* Manage all design elements for Local Transport Grant funded schemes
* Investigate technical issues and develop feasibility studies, options appraisals, and outline designs
* Ensure high-quality delivery from concept through to construction and evaluation
* Apply commercial awareness and working knowledge of NEC contracts to manage risk and ensure compliance with health and safety regulations
* Provide expert input to public consultation, planning applications, and stakeholder presentations
* Oversee procurement of services and contractors in line with council procurement rules
* Lead and mentor junior engineers and contribute to upskilling within the team
* Prepare technical reports, funding bids, and contract documentation
* Support budgetary control, milestone tracking, and project plan adherence
* Collaborate with key internal teams, statutory bodies, utility companies and delivery partners
Key Requirements
* Minimum 7 years' experience in civil engineering design and project management, ideally within highways infrastructure
* Degree in Civil Engineering or equivalent, with significant relevant experience
* Chartered or Incorporated Engineer status (ICE, IHE, IStructE) – desirable
* In-depth knowledge of UK highway design standards, NEC contracts, and CDM regulations
* Demonstrable experience working within or alongside local government or the wider public sector
* Exceptional communication, leadership, and project delivery skills
* Strong organisational ability and confident use of Microsoft Office and design software
* Ability to manage multiple projects, work independently, and meet competing deadlines
* Flexible, professional, and collaborative approach
