Estates & Facilities Governance & Assurance Officer

Band 7 – £49,387 – £56,515 per annum, Pride House, 37.5 hours per week.

We are seeking an Estates & Facilities Governance and Assurance Officer (B7) to play a central role in strengthening governance, compliance and performance across the E&F directorate.

Reporting to the Compliance, Contracts and Assurance Manager, this role will lead the development and continual improvement of SOPs, policies and governance frameworks; act as a key coordinator for internal and external audits, inspections and regulatory reviews (including fire, water, asbestos, electrical, gas and lifts); and own and coordinate key statutory NHS returns such as PAM and ERIC, ensuring robust data collection, validation and reporting to senior management, Trust committees and NHS England.

The post holder will develop and standardise estates data systems (including CAFM), oversee data quality and assurance sampling, and produce high‑quality performance dashboards, governance papers and assurance reports that support risk management and informed decision‑making. You will maintain and develop E&F risk registers, drive closure of high‑risk actions, and act as a primary link between estates, clinical and corporate stakeholders on governance and compliance matters.

This is a key role in the implementation of a performance improvement, management and departmental administration system that will drive Estates and Facilities aspirations around continuous improvement and effective stakeholder engagement. The role involves:

You will also provide day‑to‑day leadership, support an effective committee administration, performance reporting and departmental coordination. This is an excellent opportunity for an individual with strong analytical, governance and communication skills to help shape a continuously improving Estates & Facilities service.

The role involves leading and overseeing the implementation of performance improvement, management, and departmental administration systems within Estates and Facilities. Key responsibilities include maintaining standard operating procedures, developing policies, managing mandatory NHS returns such as PAM and ERIC, and ensuring accurate reporting and intelligence analysis to support decision‑making. The post holder will prepare comprehensive performance reports for senior leadership and governance groups, and standardise data systems across the department. They will coordinate audits, facilitate training, and ensure system integrity and compliance.

The post holder will also provide specialist governance, assurance and compliance coordination for Estates & Facilities, delivering reliable management information, leading assurance activities and driving closure of high‑risk actions to ensure statutory and regulatory requirements are met. The role acts as the primary link between estates, clinical and corporate stakeholders to influence improvements in risk management, compliance and service delivery. The post holder will lead the development and continual improvement of governance frameworks, prepare and present complex governance papers for senior leadership and committees, plan and lead regulatory audits and inspections, own the statutory compliance programme, and take responsibility for CAFM/EAM data governance and assurance sampling to verify operational compliance.
