Job Title: Private Sector Housing Officer / Compliance Officer
IR35 Status: Inside IR35
Contract Duration: 3 months
Working Hours: 37 hours per week
Work Pattern: 3 days on-site / 2 days working from home
Role Purpose
The Private Sector Housing Officer / Compliance Officer will support the Council in regulating and improving housing standards within the private rented sector. The role involves carrying out property inspections, assessing housing conditions using the Housing Health and Safety Rating System (HHSRS), identifying hazards, and taking appropriate enforcement action to ensure compliance with housing legislation.
Key Responsibilities
Conduct property inspections within the private rented sector to assess housing conditions and identify hazards.
Undertake HHSRS assessments and determine appropriate actions required to mitigate risks.
Investigate complaints relating to housing conditions and standards.
Enforce relevant housing legislation including matters relating to Houses in Multiple Occupation (HMOs) and licensing requirements.
Prepare and serve statutory notices where necessary and take enforcement action to ensure compliance.
Maintain accurate records of inspections, investigations, and enforcement activities.
Provide advice and guidance to landlords, tenants, and other stakeholders on housing standards and regulatory requirements.
Liaise with internal departments and external agencies to support effective housing compliance and enforcement.
Contribute to improving the quality and safety of private sector housing within the borough.
Essential Requirements
HHSRS qualification (mandatory).
Proven experience in housing inspections and hazard identification using HHSRS.
Experience of taking enforcement action under housing legislation.
Strong knowledge of housing-related legislation, including HMO regulations and licensing requirements.
Experience working within a local authority or regulatory housing environment.
Strong investigative, analytical, and report-writing skills.
Ability to communicate effectively with landlords, tenants, and internal stakeholders.
Ability to work both independently and as part of a team.
Desirable Skills
Experience working in a Private Sector Housing or Environmental Health team within a local authority.
Knowledge of current housing policies, enforcement procedures, and regulatory frameworks.
Ability to manage a varied caseload and prioritise workloads effectively.
Additional Information
This is a hybrid role, requiring 3 days per week on-site and 2 days working from home.
The position is offered on a temporary agency contract and falls inside IR35.
The role has been created due to additional workload within the Housing service.
