We are looking for a Programme Manager to join our busy Economy Team.
This is an exciting time for Torbay. We are delivering significant regeneration, skills and place-based projects to transform the area and develop the local economy. You will play an important role in this transformation, specifically to manage Torbay’s Connect to Work programme.
You will join an experienced, pro-active and friendly Economy Team responsible for delivering Torbay’s Economic Growth Strategy 2022-30. Through a range of projects designed to drive economic growth, we support communities, businesses, people and skills development.
This role may be particularly suitable if you are experienced in programme management, contracts management or with relevant experience related to these areas. Importantly, you will help us deliver Torbay’s Connect to Work programme, a new Devon-wide supported employment programme, making a positive impact and difference to local people’s lives.
Connect to Work is the first programme under the Government’s new Get Britain Working Strategy, a supported employment programme, connecting work, health and skills support. Connect to Work will support those, primarily, currently outside the workforce and facing greater labour market disadvantages, to get into work and to stay in work.
Key areas of the role include:
* Managing and monitoring delivery of Torbay’s Connect to Work Programme.
* Supporting programme partners with mobilising delivery and managing contracts with external suppliers.
* Managing supplier obligations and contact reporting.
* Supporting the delivery of Torbay’s Economic Growth Strategy.

Skills
Essential:
* The ability to manage multiple and complex contracts, taking full accountability for all aspects of delivery, and ensuring that all stakeholders are fully engaged.
* Ability to develop sound interpersonal relationships, with excellent communication and presentation skills.
* Ability to work to challenging deadlines and work with competing demands.
* The ability to prioritise workloads within timescales and meet deadlines – to operate effectively across complex work cultures and environments. Ability to use resources effectively and efficiently.
* Numerate with analytical skills to evaluate data (particularly financial information).
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge
Essential:
* In depth knowledge and understanding of the principles of supplier relationship management and contract management, including the commercial cycle, cost and efficiency savings, budget, and performance management.
* Understanding of contract, delivery, and management.
* An awareness of current political and economic issues facing Torbay and how these relate to the Connect to Work Programme.
* Up to date knowledge of Microsoft Office 365, Excel, Word, PowerPoint, Project, Outlook, and Access.
Experience & Qualifications
Essential:
* Experience of service provision to an appropriate standard to maintain a quality of service. that effectively meets customer and organisational expectations.
* Experience across goods, services and works contracts.
* Experience of monitoring and managing contract and supplier performance.
* Experience of working proactively within a procurement /contract management environment.
* Degree level qualification, or equivalent, or demonstratable experience.
