Role Overview
The Specialist Engineer will act on their own initiative and represent the Specialist Engineering team at designated Trust Governance meetings. They will deliver specialist engineering activities across wards and departments within a multidisciplinary environment, ensuring compliance with Trust safety standards and legal requirements.
Responsibilities
* Support supervisors to maintain competency across the in‑house team by delivering specialist engineering training, mentoring, and monitoring training programmes.
* Manage specialist engineering service contracts and act as lead in designated service areas, ensuring audits, contact management and remedial actions are delivered.
* Deliver and prioritise actions identified in Authorising Engineers and highly complex technical reports.
* Maintain, operate and review pre‑planned maintenance programmes related to specialist engineering and complex technical subjects; review working practices and procedures where required.
* Lead in designated specialist engineering subjects to ensure compliance with all Trust statutory and non‑statutory responsibilities.
* Develop a culture of responsiveness, ownership and customer care amongst Estates staff; work efficiently with complex technology within SLA and KPI.
* Provide technical expertise and training on all aspects of Estates maintenance, promote communication at all levels and bring innovation, monitoring and measurement to ensure a value‑for‑money service.
* Be responsible for Health & Safety and welfare matters affecting staff in or attached to their area; this includes risk assessment, safe systems of work, toolbox talks and safety inspections.
* Analyse highly complex engineering condition reports and drawings covering life‑critical systems, prioritise risk and ensure robust governance.
* Critically appraise tender and quotation returns to ensure value‑for‑money and proper service levels.
* Conduct complex analysis of specialist engineering breakdowns, provide multiple solutions and manage risk exposure and financial investment.
* Perform physical analysis of specialist engineering equipment to monitor performance and undertake fault diagnosis with fine tools and equipment.
* Lead professional conduct when in contact with patients, visitors and staff, demonstrating the Trust’s values.
* Contribute to the CAFM system development and manage changes to reflect Estate needs.
* Manage external specialist contractors and staff, ensuring delivery and assurance of SLA and KPI.
* Deliver training and support the development of competent persons within the specialist area, both internal and external to the Trust.
* Undertake specialist engineering audits and condition surveys, reporting into Estates Governance and senior teams.
* Contribute to the estates risk register to ensure an accurate view of operational risk and backlog maintenance requirements.
* Manage specialist engineering projects designed to improve or maintain statutory compliance; take operational lead on capital improvement projects, defining project requirements, supporting decisions on derogations or plan changes and ensuring a suitable product is handed over to operational management.
* Act as an Authorised Person in accordance with the requirements of Healthcare Technical Memoranda for systems such as Medical Gas Pipeline, High and Low Voltage electrical and Critical Ventilation systems.
* Train Estates Technicians according to the competency matrix to maintain and develop the knowledge and skills base.
* Support the development of Trust’s CAFM system, utilising it to provide a robust management system of records and assets, and ensuring operational Estates changes are implemented with the CAFM system for continued compliance.
