About the Role and our Ideal Candidate
We have an exciting opportunity to join us as a Commissioning & Project Officer in the Prevention & Wellbeing Team. Reporting to the Commissioning Lead, you will support the development and implementation of strategic commissioning plans for Public Health services.
Your responsibilities will include:
* Provide support for the development, implementation, and local delivery of the Substance Misuse Strategy and associated commissioning activities.
* Contribute to the commissioning process to ensure services effectively address the substance misuse needs of the local population.
* Inform commissioning decisions using evidence and insight, ensuring services are outcome-focused, cost-effective, and aligned with resident requirements.
* Promote prevention and early intervention, improve access to services, and ensure commissioned services are evidence-based and recovery-oriented.
* Gather and analyse performance, financial, and stakeholder data to inform decision-making and identify opportunities for service improvement.
* Collect information and intelligence to act as a specialist source of advice on agreed areas, as directed by the Strategic Commissioning Manager.
* Foster collaborative working relationships with a diverse range of stakeholders, including voluntary and statutory sector organisations.
* Support engagement, consultation, and co-production activities with service users, carers, and providers to shape commissioning intentions.
* Contribute to the regular review of commissioned services alongside the Strategic Commissioning Lead, including preparing reports on service performance.
Candidates will need:
* Good understanding of public health principles, health systems, and health improvement strategies.
* Good level of knowledge around substance misuse issues.
* Some experience in strategy development, commissioning, procurement and contract management roles.
* Some experience of leading teams (including partnerships and joint working) to achieve strategic goals and service improvements with evidence of success in achieving targets and managing performance.
* Excellent communication, negotiating and influencing skills (including excellent presentation and report writing skills).
* Ability to work collaboratively and build relationships across teams and disciplines.
* Good project management capability, with the ability to successfully manage multiple priorities and tasks to completion within demanding timelines.
* Experience of working in a team environment and contributing to shared goals.
* Experience of engaging with stakeholders and supporting co-production activities is desirable.
* Excellent stakeholder engagement and relationship management skills, with the ability to influence and collaborate across organisational boundaries.
* A high level of IT literacy, specifically in spreadsheet development and analysis.
* An understanding of relevant policy and market landscapes.
As the Commissioning and Project Officer, you will work closely with service areas, corporate teams and external partners to help drive significant change to improve the outcomes for Sutton residents.

This role is a great opportunity for someone who has a background or understanding of working with people with substance use issues or has knowledge around the complexity of individuals accessing services or has previous experience/background of working within the health and social care arena or experience of commissioning.
