About The Business Unit
APD delivers project, programme & commercial management (PPCM) services and advisory solutions across the built environment, defence, energy, water, environmental, transportation, health and care sectors. Services include programme management, project management, project controls, scheduling, cost management, estimating, infrastructure finance, consulting, digital consulting and education.
About The Role
Play a pivotal role in shaping APD’s specialist and strategic advisory portfolios. Work with the Unit Resource Manager, other Resource Managers/Partners, Heads of Functions, Chapter Leads, Principal Account Leads (PALs) and project leaders to ensure the right talent is in the right place at the right time while fostering a high‑performing, inclusive, and engaged culture.
Key Responsibilities
* Lead tactical and strategic resource planning & forecasting using Connect Business or similar tools.
* Coordinate Global Delivery Services (GDS) for resource usage and planned FTE commitments.
* Collaborate with sector leaders to review and implement resource plans.
* Maintain utilisation in accordance with budget targets and correct underperformance in liaison with LM and HR.
* Establish strong, collaborative relationships across technical units to align on resource planning and deployment.
Talent Development & Capability Building
o Build a cost‑effective pool of capable resources for project delivery.
o Support career development through performance development reviews and development plans.
o Identify future capability needs and address them via development, recruitment or internal mobility.
o Monitor, manage and escalated spend across budgets related to Professional Excellence and Training initiatives.
Recruitment & Retention
o Support recruitment and rationalisation decisions.
o Ensure adherence to the STEP recruitment process.
o Promote long‑term staff retention and high engagement.
o Canvass portfolio leads and project directors for promotion recommendations.
o Monitor timesheets, expenses and overtime for reasonableness.
Collaboration Culture
o Liaise with enabling services (HR, Safety, Talent Acquisition, Technical Excellence).
o Ensure team leaders manage in line with our EVP and Mott MacDonald values.
o Champion an inclusive, high‑performing culture.
o Maintain strong practice leadership networks to support global delivery.
Candidate Specification
Proven Experience
o Background/experience in resource or workforce management, preferably within a consultancy or PPCM/project controls environment.
o Skills across risk management, planning & scheduling, estimating, quality assurance and health & safety are advantageous.
Technical & Analytical Skills
o Proficiency in forecasting and planning tools such as Connect Business.
o Digitally fluent and confident using data to inform decisions.
o Experience with EUNA and Group processes, systems, and compliance.
Leadership & Influence
o Strong interpersonal and influencing skills with the ability to manage change effectively.
o Experience working across diverse teams and stakeholder groups.
o Strategic and positive approach when delivering change and dealing with challenges.
