Job Title: CREST Compliance & Training Team
Salary: The starting salary is £34,808, which includes allowances totalling £2,928.
The salary is broken down as £31,880 basic salary, which will increase annually until you reach the top of the scale £34,108. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

The MBOSS CREST (Criminal Exhibits Support Team) provides exhibits support to officers and staff across the MET in particular handling, retention and disposal decisions, process and policy across the full range of Criminal Exhibits. The team work closely with local (LCES) and central criminal exhibits stores (CCES) and provide training and ensure compliance across areas such as CONNECT and in specific areas such as Frozen Exhibits, Firearms and Ammunition and Cash Banking. They also work closely with the Criminal Exhibits Transformation Program (CETP).
There are four distinct activity areas within CREST – Administration, Digital, Review/Retention/Disposal (RRD), Compliance & Training.
Purpose:
The post holders will work within the MBOSS CREST Compliance & Training team. The role holders will be responsible for oversight and scrutiny over various aspects of Criminal Exhibits, ensuring compliance within all policy and process, drive forward projects to implement change to local and central CES requirements across the MPS. The post holders will work alongside CREST RRD and be expected to support the full CREST team activities during absence.
The Compliance & Training Strand is a new team. The aim & purpose is to ensure compliance to the agreed standards (as highlighted within the Casey report) & instigate an assurance regime that protects the MPS from additional risk. To develop and maintain training standards for local criminal exhibit stores and act as support for front line policing within Connect and Exhibit Management.
To support both CCES and LCES staff to complete Compliance Inspections and Stock Counting as well as to complete Audits across all Criminal Exhibit stores.
To engage with LCES on Best Practice regarding store configuration/layout/process and training to ensure a consistent approach across all sites including accurate stock control.
To assist Front Line Policing and other business groups to train out new Criminal Exhibit processes and changes within Connect. To monitor compliance to standards with the objective of reducing unnecessary retention of exhibits, increasing stock integrity and reducing overall exhibit volume and retention costs.
Key Responsibilities:
The post holders will work alongside operational and non-operational colleagues in support of operational delivery to ensure CREST maximises the effectiveness of services it delivers whilst meeting the needs of the business and ensuring officers and staff are compliant with policy. The role will provide appropriate support, insight, challenge and direction at an operational level to drive forward MPS priorities relevant to the role holder's business area.
This will include:
* Training provision of standardised policy, processes and procedures throughout the 32+8 Local Criminal Exhibit Stores (LCES) and Central Criminal Exhibit Stores (CCES).
* Travel across FLP, LCES and CCES sites to deliver all training and audit provision.
* Support development of stock management protocols whilst ensuring correct governance procedures are adhered to through monitoring compliance.
* Manage the Criminal Exhibits & FLP audit processes.
* Provide management information to support reporting on discrepancy Trends - Independent LCES reviews / reconciliations of anomalies, identifying issues and remedial actions.
* Identify and report on local requirements & areas for improvement from CE team engagement cross functionally, FLP, LCES & CCES.
* Implement training initiatives and evaluate effectiveness within LCES & CCES & FLP for Connect & CE processes.
* Work with CETP to support new / change of process, and subsequent impact.
* Support maintenance of best practice resources such as MBOSS Criminal Exhibits Hub.
* Review / chase annual report(s) submissions – (ASA2 etc.), mandatory training records - (Annual Firearms & Explosives etc.)
* Deliver CE cross-functional induction to assist with on boarding of new staff.
* To act as subject matter expert on criminal exhibits across the MPS.
* Ensure compliance of operational targets and objectives are met against departmental KPIs.
* Holding line managers, individuals and strand leads to account, ensuring MPS Criminal Exhibits policy is adhered to, identifying inconsistency and non-compliance.
* Building relationships with all business areas, service delivery leads and external partners, working at any location across MPS estate.
* Work closely with both LCES and CCES teams developing working relationships to ensure changes to RRD processes are conveyed in the appropriate manner for all stakeholders.
* Ensuring RRD actions are implemented in line with process.
* Engaging with individual officers, expanding knowledge base of CONNECT and RRD process.

* Understanding and awareness of MPS Criminal Exhibit policies.
* Experience in using Microsoft Excel, Word, PowerPoint Visio, Forms, SharePoint & MetNet.
* Experienced in CONNECT processes using both Office and CARDS
* Understanding of Health and Safety at Work, Firearms Handling, NEBOSH, COSHH
Skills:
* Excellent communication skills, ability to communicate with a wide range of stakeholders and adapt style accordingly, both verbal and written.
* Ability to work to deadlines, identifying barriers to completion and escalating as required.
* Confidence to challenge current practises and develop new ideas and solutions, ensuring all activities delivered with maximum benefit and aligned to MPS Criminal Exhibits strategy.
Experience:
* Identifying risk, actioning and monitoring control measures for compliance.
* Working within multi-disciplinary teams.
* Motivating and supporting staff within a pressurised environment.
* Experience of influencing, negotiating with, and providing challenge to peer groups.

Desirable Criteria:
* Have a sound understanding of the role of evidential management within a Criminal Exhibits store at local or central level.
* Experience in audit processes.
* Experience in delivering Training at individual and group level.
* Experience and understanding of policing information not excluding paper records, case files etc. and all archive and live exhibits recording systems i.e. TOAST / ePMS / CONNECT / CRIS / COPA / IIP / PNC / VOTERS.
* Knowledge of crime type and offence, understanding of current legislation and how this relates to decisions made by officers and staff for RRD
