The Role
To ensure timely, accurate and compliant processing of supplier invoices while fostering constructive, partnership-based communication with external providers. This role supports financial assurance, operational continuity and relationship management across contracted services.
The Opportunity
The Delivery Support Officer within the Integrated Passenger Transport Unit (IPTU) will be part of ensuring the effective and efficient delivery of services. Working as part of a team the role will create the financial, operational and performance analysis and insight to support decision making around commercial opportunities, service provision and effective network planning and impact modelling across the IPTU.
The role will collate and manage passenger/financial data transport services, ensuring financial records support ECC requirements including forecasting and budget management, developing high quality insight enabling local bus, home to school and social care transport.
Accountabilities
1. Responsible for developing intelligence and insight around network performance and modelling, revenue and payments to support colleagues to develop strategies and projects that deliver a reliable, accessible and cost effective integrated transport network.
2. Work collaboratively to manage and deliver ENCTS customer service, customer administration and card production systems.
3. Responsible for monitoring capital and revenue budgets across the IPTU producing reports and identifying issues across all aspects of the IPTU including BSOG, ENCTS, service contracts and income generation to enable colleagues to manage and plan budgets and delivery strategy.
4. Supporting ECC financial processes to accurately record spend, monitor payments and income to produce reports that allow for accurate forecasting and budget management as well as overseeing payment processing.
5. Utilising data to contribute to budget forecasting and future planning and tender requirements, working with suppliers to develop efficient processes for accurate reporting.
6. Using specialist knowledge and techniques to conduct and interpret research to produce briefing papers, reports, business cases and committee items which support IPTU leadership and members on the commercial/financial viability of differing sourcing options.
7. Responsible for processing financial year end payments and liaising with finance colleagues on debtors and creditors.
8. Working collaboratively with partners to obtain relevant network performance information, develop performance intelligence and insight pieces for use by the wider team to deliver modelling of a cost-effective network and using creative thinking to identify opportunities for continuous improvement in service performance and integration.
9. Responsible for providing reports and advice to managers and funding partners for performance and budgetary monitoring purposes.
10. Specific individual and shared targets and objectives are defined annually within the performance management framework.
The Experience You Will Bring
11. Educated to GCSE level or equivalent by experience.
12. Evidence of continuing professional development and knowledge in relevant professional area
13. Demonstrable achievement of outcomes for customers with a strong focus on evidence based decision making and maximising value for money.
14. Demonstrable experience of working with internal and external partners and understanding the challenges of achieving outcomes within a complex multi-agency commercial environment.
15. Proven track record of delivering operational contract analysis.
16. Evidence of success in determining and evaluating service quality and identifying opportunities to achieve efficiencies, best value and/or cost reduction.
17. Experience of managing financial processes to accurately record spend and income to allow for accurate forecasting and budget management.
18. Knowledge and understanding of industry and commercial legislation and current issues with a demonstrable commercial awareness to support and secure transport services with minimal impact on Council spend and resources.
