Buckinghamshire Council is looking for an experienced, proactive Highway Structures Commissioning Lead Officer to lead commissioning and performance‑managing highways structures maintenance and capital works. The role ensures the annual structures programme is delivered safely, efficiently, and of the required quality and scope, maximizing value for money and outcomes for residents.
About the Role
This key commissioning and contract‑management role ensures highways structures services are delivered to specification, to the right standard, and with strong commercial oversight.
Key Responsibilities
* Lead commissioning and delivery of highways structures maintenance and capital works through third‑party providers.
* Provide assurance on quality, scope, compliance and value for money across term maintenance, consultancy and framework contracts.
* Carry out site visits to verify works and payments align with contract requirements and Council standards.
* Lead structures delivery planning, including developing strategy and forward programmes of work.
* Approve/validate payment applications and measurements (including schedule of rates) in conjunction with alliance partners.
* Performance‑manage providers, analyse trends, and produce reports that drive continuous improvement.
* Build effective working relationships with key delivery partners and stakeholders, including managing complex or sensitive issues.
* Ensure compliance with Health & Safety requirements, including CDM regulations, and support procurement of future works.
Qualifications
Relevant experience in commissioning highways structures and contract management.
