Head of Outbreak Hub and Clinical Transformation

The post holder will provide senior clinical leadership across outbreak management and clinical transformation, supporting the organisation and wider system to deliver safe, effective, and innovative care.

The role has two core components:

* Outbreak Hub Leadership: Providing clinical leadership for outbreak response pathways across the system.
* Clinical Transformation: Supporting the development, implementation, and evaluation of new clinical projects, with a strong focus on digital innovation and service improvement, while working closely with primary care and actively engaging with GP practices and Primary Care Networks to strengthen and enhance urgent primary care delivery by NEMS.
* The post holder will work closely with system partners to ensure coordinated responses to outbreaks, while also driving forward modern, efficient, and patient-centred models of care.


Main duties of the job


Outbreak Hub Leadership

* Clinical leadership and expert guidance
* Governance, quality and medicines safety
* Logistics, supplies and sample management
* Case management and contact tracing
* Stakeholder engagement & system coordination


Clinical Transformation

* Work closely with the Business Improvement Team to provide clinical leadership in the design and delivery of new clinical initiatives.
* Support the implementation of new models of care, ensuring clinical safety and effectiveness.
* Provide clinical input into the development and testing of digital pathways and solutions.
* Lead clinical engagement in piloting, evaluating, and scaling new digital services.
* Liaise with clinical leads, operational teams, and system partners to support transformation programmes.
* Act as a bridge between clinical teams and transformation programmes, ensuring alignment and engagement.
* Work with primary care partners to:
o Develop and enhance extended access services
o Ensure smooth operational delivery of existing services
o Identify opportunities for improved access and integration
o Support testing, evaluation, and refinement of new pathways prior to full rollout.
o Ensure transformation initiatives deliver measurable improvements in quality, access, and outcomes.


Strategic Activities and Service Improvement

Demonstrate understanding of the strategic purpose of NEMS services and service developments and how you contribute to their delivery.

Ensure all Outbreak Hub and Clinical Transformation activities are fully aligned with NEMS organisational aims and values.

Lead on clinical practice developments in agreement with the Senior Leadership and Executive team.

Work with Directorate /departmental and Trust managers and attend any relevant meetings.

Undertake training and development appropriate to your role as required.

Develop effective working relationships with key stakeholders both internal and external.

Support any proposed development of NEMS services.

Carry out necessary planning to implement operational changes.

Remain up to date on strategic developments within urgent primary care, including publications from NHS England.

Collaborate with local and national healthcare providers to further develop and streamline the service.

Promote the importance of NEMS contribution to the system.

Ensure services contribute to reducing health inequalities.

Work in accordance with confidentiality and information governance requirements.

Guide and support the clinical staff in monitoring, evaluating and improving the patient experience.

Ensure timely feedback is gathered from patients and carers in designated services, promoting the systems available and providing relevant analysis.

Participate in NEMS patient experience programmes.


Services Finances

Work collaboratively with Corporate Services and Operational Service Managers to meet the departmental financial responsibilities.

Be responsible for the financial implications of decisions and actions.

Work in a manner that promotes financial stability of the organisation.

To be able to lead on business case assessments and creation of credible cases for investment for clinical service developments.


Health and Safety

Ensure Health and Safety polices & procedures are adhered to by self and staff.

Comply with employee responsibilities under the Health and Safety at Work Act.

Ensure that personal safety is maintained and that of colleagues and the public.

Ensure all accidents and/or dangerous incidents are recorded and reported, as guided by NEMS policy.

NEMS currently operates 3 main services: (1) Integrated Urgent Care across Nottinghamshire serving a patient population of over 1 million, including home visiting, remote consultation and clinical assessment services; (2) Urgent Primary care provision located within the A&E Department at QMC, (3) A 24-hour walk-in urgent primary care service adjacent to Kings Mill Hospital A&E, Mansfield.

Job responsibilities


Main Duties of the Job


1. Outbreak Hub Leadership

Person Specification


Experience

* Significant experience in urgent care / community services
* Experience in clinical leadership and service development
* Strong understanding of NHS systems, policy, and outbreak management
* Experience in quality improvement and pathway design
* Excellent communication, leadership, and stakeholder engagement skills
* Experience working with system partners (ICB, UKHSA, NHSE)
* Experience in incident or outbreak management


Qualifications

* Senior Clinician with relevant registration
* Portfolio of continued professional development
* Experience in delivering and/or participating in Clinical Supervision


Skills

* Ability to translate policy into practice - interpret national guidance to produce local plans.
* Excellent organisational skills and an ability to work under pressure.
* Ability to read, analyse and summarise NHS policy and guidelines and translate into actions, interventions and projects to aid primary and community care workforce development.
* Understanding and awareness of managing a budget, income and expenditure, and managing financial targets.
* Compassionate, inclusive and collaborative leadership behaviours.
* Interpersonal and communication skills.
* Ability to work in a multi professional team and be independent.
