Overview of project/role

We are seeking an experienced Senior Risk & Opportunity Manager to lead the strategic management of risk and opportunity across a major project, programme, or Project Management Unit (PMU). As the organisation's key specialist in a particular area, you will be accountable for driving effective risk and opportunity practices, optimisation of the projects risk budget, and ensuring the prevention and mitigation of major risk events.

This is a pivotal leadership role, providing direction, insight, and influence to ensure best‑practice risk management is embedded throughout the project lifecycle. You will play a central part in shaping programme outcomes, guiding risk strategy, and supporting decision‑making. The role also includes line management responsibility, leading and developing a team of risk professionals to deliver excellence across the discipline.

Key Accountabilities

* Lead the programme team in developing an intensive, best practice approach to risk & opportunity management.
* Responsible for supporting project teams in carrying out Quantitative Risk Assessments (QRA) and assessing risk apportionment in commercial contracts and procurements relating to project and programme delivery.
* Energise and motivate key members of the project team, to develop a recognised track record for the proactive management of risk & opportunities.
* Ensure the strong integration of all risk & opportunity management information on the project, and proactive support for all major decisions on the project involving risk & opportunity.
* Drive change through the effective influencing of internal and external stakeholders, including associated supply chains, on risk & opportunity matters affecting the project.
* Drive the identification, assessment and mitigation of risks facing the project and its component parts. To undertake this in a proactive, prioritised and holistic manner, providing risk & opportunity management support on a triage basis of need, thereby reducing TfL's risk exposure.
* Ensure there is close integration between safety management, change control, and other programme control activities and help avoid risk & opportunity management acting as a standalone element with overall delivery.
* Lead a team who directly support project delivery to establish a unified and high standard of quality output.
* Demonstrate leadership in equality of opportunity, social inclusion, fair employment and environmental sustainability, creating open, inclusive and engaging environment within MPD and across stakeholders, customers and supply chain.

* Strong leadership and influencing skills to manage and motivate teams in and outside of directorate and embed Risk Management methodology and process in support of delivery of high risk, value and complex project and programmes.

* Information Management and Reporting (Proficient)
* Stakeholder Management (Proficient) - Essential
* Project Governance (Proficient)
* Compliance and Assurance Management (Proficient)
* Quantitative Risk Analysis (Proficient) - Essential
* Frameworks and Methodologies (Proficient)
* Risk Workshop Facilitation (Proficient) - Essential
* Schedule Risk Analysis (Proficient) - Essential

Knowledge

* Extensive knowledge of and understanding of capital projects and programmes with an emphasis on project controls and how this supports and integrates with a wider high functioning environment. (Essential)
* Extensive knowledge of PPM Systems and Tools. Knowledge of the professional disciplines of programme and project management in the context of complex capital projects.
* Knowledge of current industry best practice, possibly through membership of construction sector special interests groups (Essential)
* Deep knowledge on risk mitigation techniques and project cost risk modelling techniques that are appropriate for use in complex, contractor- based environments. (Essential)
* Deep understanding of the behavioural and psychological issues that inhibit effective mitigation of risk and knowledgeable in the solutions required to overcome these.
* Professional Qualification in Project Management or equivalent (desirable).

Experience

* Significant experience in project and programme risk & opportunity management, including high value heavy engineering and major construction schemes. (Essential)
* Strong leadership experience, where the post holder will have had to influence demanding internal/external stakeholders, large and complex project teams and contractors.
* Experience of project management and leading heavy civil engineering project will also be desirable.
* Experience of successfully embedding cultural and behavioural change (in relation to risk management) from site to programme board level.
