Estates Project Manager
SIB is supporting NRC on a key workstream, as summarised below.
The post-holder will be responsible for supporting the Estates Projects Director and the Chief Operating Officer in the planning, design, management and delivery throughout the remaining construction phase of the Northern Regional College new accommodation project at Ballymena and Coleraine and to provide input to Project Encamp, the College operational mobilisation projects, to ensure successful ready for service and Project Close Out.
Duties will include the following (not an exhaustive list):
1. Assist with the delivery of the College new build projects and associated relocation arrangements within agreed time and budget approvals.
2. Management and control of all project governance arrangements and documentation.
3. Monitor construction progress in order to ensure that plans are delivered to specification and timescales, in accordance with College operational and strategic objectives.
4. · Assist the Estates Project Director in managing key interfaces with the College (SRO & Project Sponsor), Department for Economy, Project Stakeholders, Contractors and other relevant third parties.
5. Implement efficient and effective projects management arrangements.
6. To assist in managing the Integrated Consultancy Team (ICT) and all aspects of the NEC Professional Service Contracts on behalf of NRC.
7. To assist in the coordination within the College Finance Department and ICT in the administration of the Integrated Supply Team contracts.
8. To assist in maintenance of project risk registers; risk implementation plans; project execution plans; issues logs; programmes and other related project management documentation.
9. To assist in implementing commissioning, training and handover programmes for the new buildings and monitor building performance against design and BREEAM requirements.
10. Review IST Handover commissioning plans and programmes, including the adequacy of training & demonstration scheduling to meet client requirements as outlined in specifications.
11. Assist Estates Department in the development of buildings de-commissioning / disposal strategy for redundant or surplus campus facilities, assist in the development of occupation plans for new buildings and relocation plans for facilities relocating from existing campuses;
12. To liaise with the College to set and define standards.
13. Sustainability – Assist Estates department in the implementation of DfE New Energy Strategy objectives.
14. Proactively manage IST Design & Construction submissions and queries & Request For Information (RFI’s) on the agreed Common Data Environment (Procore/Aconex).
15. Reviewing Contractor design submissions against Employers Requirements (EIR’s) on Common Data Environment, involving consultation with Curriculum and Estates stakeholders.
16. Liaise with College curriculum leads departments to ensure new FF&E requirements are identified, procured and delivered in line with budgetary requirements, end user requirements and project programme including interfacing with States FM team in terms of logistics.
17. Monitor IST programme of works to agreed completion date.
18. Monitor and manage ICT & IST information on Defects notices during construction to ensure notices are cleared within agreed timescales and exception reporting is manage.
19. Assist, manage and coordinate the services of Client directly appointed contractors and suppliers in line with IST programme requirements,
20. Assist Project Director to monitor the performance of ICT members (KPI’s) in relation to Scope of Services and ensure construction & handover phases are completed within agreed programme.
21. Ensure IST & ICT handover services and project deliverables are provided in a planned and complete manner.
22. In conjunction with ICT & College BIM resource, review IST documentation and deliverables in relation to BIM handover and close out stages, with, on the IST’s compliance with EIR’s, Handover & Close Out stages and suitability of information for Stage 7 In Use/Operations.
23. Assist PMO capture and record Lessons Learned from Coleraine for use in improving delivery of Ballymena Campus.
24. Assist in providing assurance on performance ICT & IST in line with Scope of Services.
25. Assist in developing Contingency plans to ensure IST handover completed smoothly and minimal impact on operations.
26. Liaise with College Stakeholder department leads to identify all Capital equipment requirements and loose FF&E have been quantified, budgeted for and approved business cases in place.
27. Gateway review – assist in the preparation and manage and coordinate Gate 4 & 5 reviews.
28. Assist in administration of IST and IC contracts for Stage 5 Construction & Stage 6 Handover phase.
29. Assist the Estates Projects Director to manage and oversee project budget, controlling costs, monitoring expenditure against budget and to prepare monthly financial and projected expenditure reports ensuring the project is delivered within budget and in a timely manner as required.
Essential Criteria
30. Demonstrate a minimum of 5 years’ Project management experience of successfully delivering a significant construction project* from inception to completion with experience in the following aspects:
31. Demonstrate a proven history of effectively developing and managing multiple internal stakeholder work streams (College & Project Teams) and the management of external stakeholders (including public and private groups and elected representatives) to achieve successful project outcomes.
32. Proven record of working with project stakeholders (Finance & end users departments) to ensure new Fixtures Fittings & Equipment requirements are identified, procured, and delivered in line with budgetary requirements, end user requirements and project programme including interfacing with States FM team in terms of logistics
33. Demonstrate ability to successful organisation, management and maintain effective working relationships with Multidisciplinary Consultant Teams (ICT)and Integrated Supply Teams (IST) (Contractors and suppliers).
34. Experience of managing IST Contractor design queries and request for information in a thorough and timely manner.
35. Experience of developing, managing, and monitoring project budgets and cost plans, controlling costs, monitoring expenditure against budget, and ensuring any deviations are promptly evaluated and formally approved through agreed change control processes.
36. Demonstrate experience of project programme monitoring and provide detailed performance and progress reports, management of risk throughout the project.
37. Demonstrate experience of establishing and managing project governance structures and risk management systems to ensure successful delivery.
38. Experience of management of construction phase to close out, including building services and operational commissioning management, ensuring handover deliverables are provided in a planned and complete manner.
39. BIM Level 2 experience in the handover stage of BIM process including the review of contractor BIM digital handover processes (Asset Info Model including Cobie information).
Note: *A significant construction project for the purpose of this post is one with a cost in excess of £10million.
