Deputy Director of Strategy & Partnerships

This is a pivotal senior leadership opportunity, to help shape the future of health and care services across Cwm Taf Morgannwg (CTM) University Health Board. As our Deputy Director of Strategy and Transformation, you will play a central role in driving the organisation's long term strategic direction and delivering major change that improves outcomes for our communities.

Working closely with the Executive Director of Strategy & Transformation and senior leaders across the Health Board, you will drive system-wide transformation with partners across health, social care, the third sector and local government, lead the development, delivery and reporting of the Integrated Medium Term Plan, and support our Care Groups in the redesign of clinical services. You will also provide strategic leadership for our commissioning function, ensuring high-quality, sustainable services for CTM residents.

This role is critical to the work of modernising care, shifting services closer to home, and ensuring the Health Board is fit for the future. It requires a credible senior leader with extensive NHS strategic, planning or operational experience, excellent relationship-building skills and the ability to operate confidently in complex, multi-agency environments.


Main duties of the job

* Provide strategic leadership across planning, transformation and commissioning, deputising for the Executive Director where required.
* Lead the development of key organisational plans, including the IMTP, ensuring alignment with national policy, local needs and CTM's long-term strategic ambitions.
* Shape and deliver large-scale service change, working with Care Groups, corporate teams, clinicians and a wide range of partners across the region.
* Lead quality improvement, value-based healthcare and programme change management staff.
* Oversee the commissioning function, ensuring effective performance management of externally provided services, robust governance, and evidence-based decision making.
* Lead complex multi-agency programmes, interpret national policy and translate vision into practical, deliverable plans.
* Develop new care models, supporting clinical strategy, enabling service sustainability, and ensuring programmes are progressed on time and within agreed parameters.
* Establish strong partnerships with Health Boards, local authorities, Welsh Government and the third sector, and lead engagement processes, including public involvement on major service changes.

Welsh skills desirable. This post is advertised as Welsh desirable. This doesn't mean essential; whilst the candidate doesn't need to have skills in Welsh, we'll consider it an advantage when short-listing and selecting candidates. This isn't fluency, just speaking & listening skills at Level 3 (equivalent to CEFR B2) or above.

Deputise for the Executive Director of Strategy & Transformation, providing senior leadership across strategy, planning, transformation and commissioning. Lead the development, delivery and reporting of the Integrated Medium Term Plan (IMTP), ensuring alignment with national policy, local need and organisational priorities. Drive large-scale service redesign and transformation, including shifting care closer to home and ensuring sustainable, safe clinical services. Provide strategic leadership for the commissioning function, overseeing performance, governance and quality of externally provided services. Lead and manage complex multiagency programmes, working closely with Executive Directors, Care Groups, Health Boards, local authorities, Welsh Government and the third sector. Provide credible leadership on partnership working, public engagement and consultation on major service changes. Ensure statutory compliance, effective risk management and alignment across planning, workforce, finance and clinical governance. Manage and develop senior teams, promoting high performance, leadership capability and continuous improvement across the portfolio.


Person Specification


Qualifications and/or Knowledge

* Masters Degree Level, or possess relevant equivalent specialist skills, knowledge, training and experience, including health service management, change management and workforce re‑design to equivalency.
* In‑depth professional knowledge in a number of disciplines.
* Evidence of a recognised management or planning qualification or equivalent level of experience.
* Detailed knowledge and understanding of health and social care structures, policy and governance frameworks.
* Detailed knowledge and understanding of health service planning processes. Knowledge of project management processes. Knowledge of the role and function of a statutory organisation and the principles of corporate governance.
* Knowledge and experience of developing and implementing strategies and plans for the delivery of services.
* Evidence of continuing professional development.
* Sound understanding of performance management processes.
* Project Management Qualification.
* Knowledge and understanding of the range of services covered by this portfolio.
* Understanding of health and social care commissioning processes.


Experience

* Experience and proven track record of operating in a senior management or strategic development role within a health and or social care environment.
* Experience of effective partnership working with other agencies, third sector and stakeholders.
* A proven track record of dealing with highly complicated situations and the delivery of challenging corporate objectives.
* Successful track record in change management, implementation of improvement initiatives and service development.
* Previous experience in the interpretation of national policy directives to inform local delivery programmes.
* Evidence of working within highly complex organisations/ environments.
* Demonstrable experience of working with clinicians across primary, community and hospital‑based settings as well as significant experience of working with staff, their representatives and trade unions/professional organisations.
* Evidence of developing and delivering on clinical strategies.
* Evidence of successfully influencing senior managers and other professionals.
* Experience of public/community involvement and engagement.
* Experience within the fields covered by this portfolio.
* A track record of operating in a senior management or strategic development role.

* Highly developed interpersonal skills with the ability to build and sustain relationships at all levels and with a range of individuals and groups.
* High level of quantitative analytical skills including critical path analysis to identify linkages between complex and interrelated plans.
* Excellent written and verbal communication, presentation and facilitation skills.
* Ability to lead a project and secure the contribution of relevant others to achieve shared objectives.
* Ability to develop and sustain personal relationships with a wide range of individuals and within groups.
* Negotiates and influences effectively within internal and external contacts.
* Staff management and leadership skills.
* Ability to work autonomously and equally effective as part of a multi-disciplinary team.
* Ability to work on multiple complex tasks simultaneously and produce high quality work within tight deadlines and with resource constraints.
* Demonstrable project management skills including work planning, organisation and prioritisation.
* Ability to think innovatively and develop new ways of working, continuously striving to improve services, systems and performance.
* Ability to evidence excellent IT proficiency.
* Ability to drive high performance outcomes through others.
* Welsh Language Skills (Level 3 and above/B2) are desirable for this role.
