Thisis an exciting opportunity to work in the Kent and Medway Integrated CareBoards Oversight Team.
The Oversight Team is a small and dedicated/friendly team, working to theICBs Chief of Staff, which is responsible for the ICB oversight function. Theteam supports the ICB to become increasingly self-standing and self-assuring,by providing an objective view of delivery and performance, in line withdelegated oversight responsibilities from NHS England.
TheICB oversight function provides an independent and objective, evidence-based viewof how the ICB, Kent and Medway providers, our four Health and CarePartnerships, and other system partners are performing and understanding anysupport requirements they may have.
Essentialand strategically important, this post is pivotal in the Oversight teamsability to provide an independent, evidence-based, assurance view regarding ICBand ICS partner performance challenges, to the Executive Management Team (EMT),ICB Board, and sub-committees of the Board.
Thepostholder will be responsible for all performance oversight functions and forthe development of an assurance view of performance and effectiveness at alllevels (ICB, Provider and Place) for scheduled formal papers into EMT, ICBBoard and sub-committees of the Board.

Job responsibilities
Thepost-holder will be responsible for the day-to-day management of thePerformance Oversight function work schedule and processes, ensuring timelydelivery of performance oversight products that are both accurate and offermeaningful insights.
The post-holderwill utilise their experience to ensure the Performance Oversight function isidentifying the organisations and the Systems performance challenges,providing leadership to the Oversight Programme Managers to work with subjectmatter expert ICB teams to understand the improvement actions being undertakenand the impact of that improvement work.
Withthe Deputy Director of Oversight, the post-holder will develop effectiveoperational policies and processes by identifying best practice in performanceoversight techniques and conducting regular PDSA reviews on establishedPerformance Oversight processes and reports.
Usingtools such as the agreed Kent and Medway ICB Performance Oversight Process,and improvement approaches such as A3for performance issues, the post-holder will be responsible for all performanceoversight functions and develop a view, supported by evidence, of performanceand effectiveness at all levels (ICB, Provider and Place) both for scheduledformal papers, and responsible for the escalation of key performance challengesto the Director and Deputy Directors of Oversight on a routine basis.
Thepost-holder will provide support and challenge to ICB teams regarding actionsto manage and improve performance, and to evidence the impact of actions overtime. The post-holder will lead on specific areas of performance challenge andconduct deep dives in conjunction with stakeholders as appropriate.

1. Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
2. Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent.

9. Experience using data to understand an organisations performance position, identify areas requiring performance improvement, and to identify the impact of work taken to address performance issues.
10. Experience working with senior teams, in a complex environment, to improve performance.
