Job Description:
Conduct procurement activities for a wide variety of commodities and through various procurement methods. Conducts competitive negotiations and formal sealed bidding processes for the procurement of goods and services. Develops and maintains sources of supply and promotes opportunities for all businesses to participate in the University’s procurement activities. Provides procurement consultation to University customers and agencies to ensure their acquisition needs are met while maintaining compliance with Commonwealth procurement laws and University policy.
Conduct procurement of goods and services while adhering to Commonwealth legislation specific to procurement statutes for Institutions having achieved Level II delegated authority. Implements strategies as directed for vendor, product, cost, contract, commodity and spend analysis to support contract development and subsequent contract management goals and objectives. Work collaboratively with campus departments to ensure the acquisition of needed goods/services are conducted in a timely, efficient manner. Minimum Qualifications:
Thorough knowledge of microcomputer software programs and systems.
Considerable knowledge of procurement policies, processes and procedures.
Considerable knowledge of general business practices relating to procurement.
Basic knowledge of technical writing techniques and ability to draft detailed specifications, contracts, reports, and letters.
Excellent oral and written communication skills.
Excellent customer services skills, organization and time management skills.
Demonstrated ability to follow instruction with little supervision and in a fast-paced, multitask environment.
Demonstrated ability to use computers and standard business software, proficient keyboarding skills.
Ability to apply policies and guidelines by understanding and interpreting procurement law, policies, processes and technical materials.Additional Considerations:
