About the Role
An exciting opportunity has arisen for a highly motivated, enthusiastic & hard working Deputy Head of Procurement and Supplies to work within our dynamic procurement department at Mid Yorkshire Teaching Trust. The Post holder will provide leadership to the Procurement and Supplies Department and support the Head of Procurement to set the strategic direction for the Department and support implementation of agreed strategies and initiatives. To manage and develop a quality, fit for purpose professional purchasing and supplies service with a competent and committed team capable of translating customer needs into delivered goods and services in line with the Trust and Departmental strategy. The Deputy Head is responsible for the overall day-to-day management of the Procurement Department, ensuring compliance with the Procurement legislation and the Trust’s Standing Financial Instructions. To assist the Head of Supplies in promoting strategic procurement issues across the Trust with a view of maximising waste reduction by efficient and effective purchasing arrangements.
Main duties
* Responsible for the overall management of the Procurement Department including the achievement of financial savings through competitive tendering, demand management, supply chain optimisation and the management of its contracts with its key strategic suppliers.
* To develop and maintain effective communications with Trust staff to build confidence in the service and ensure that non-pay expenditure is efficiently and effectively managed on behalf of the Trust.
* The post holder will be influential in dealing with colleagues, including Executive and Non-Executive Directors, and help to raise the profile of the Procurement Department within the Trust and help to embed sound Procurement practices and a modern commercial approach to Procurement throughout the Trust.
* Overseeing the development and implementation of strategies to raise the profile of the Procurement Department both within the Trust, ICa and national procurement.
* To work with local, regional and national public organisations to maximise collaborative opportunities. Contribute to the ICa Work Plan and management of cross‑organisational contract arrangements and their implementation in a complex environment.
* Responsible for robust forward planning, the establishment of a 5‑year cost improvement plan complementary with a 5‑year procurement forward plan. The post holder will develop and execute the detailed Procurement Annual Workplan covering all categories of spend to ensure delivery, compliance and value for money.
* Responsible for ensuring compliance with the Trust’s Green Plan and other Social and Sustainability objectives.
Essential Person Specification Requirements
Qualifications:
* Masters or professional equivalent
* Qualified Advanced Member of Chartered Institute of Purchasing and Supply
Experience:
* Managing a team at a senior level
* National Public procurement and NHS legislation, best practice and guidance
Skills:
* Management and Leadership qualities
* Ability to work at a high level on complex situations.
