BACKGROUND On 11th September 2024, the Secretary of State for Northern Ireland announced that he would establish an independent statutory inquiry into the murder of Mr Patrick Finucane on 12th February 1989. The Inquiry is being established under the Inquiries Act 2005 to enable the Government to discharge its obligations under Article 2 of the ECHR in line with the 2019 Supreme Court judgment and the Northern Ireland Court of Appeal judgment in July 2024. The inquiry will build upon the previous reviews and investigations which have already been conducted into this case, take specific account of the materials and information provided to and generated by them, and avoid unnecessary duplication of investigation. The Chair of the Inquiry is supported by a small secretariat, providing administrative and policy support to the Chair and other office holders. The Inquiry is at the early stages and this role offers an opportunity to make a real impact on the future direction of the Inquiry. For more information about these Departments: Visit: ABOUT THE ROLE: This role is based in Belfast, located at the Inquirys hearing venue Bradford Court (south Belfast). Delivering the Inquirys strategy in relation to hearings and estates is crucial to the success of the Inquiry. This role requires a diverse set of skills to oversee and lead the different functions, and the successful candidate will need to demonstrate practical decision-making and operational skills to deliver professional, well-run hearings and manage the Inquirys estates function. The post-holder may also be required to assume wider duties to assist the operations of the Inquiry. DUTIES AND RESPONSIBILITIES: The main responsibilities of the role include but are not limited to: - Developing and implementing a hearings strategy for the Inquiry, in conjunction with the Head of Operations and Operations Manager - Project management of audio-visual company delivery - Leading dialogue with the PSNI, landlords, other building occupants, Core Participants and others to ensure smooth delivery of hearings, setting up procedures and protocols as necessary - Leading and managing the venue in the run up to and during hearings, acting as Hearing Centre Manager to guide the delivery of security, ushering, evacuation procedures and witness liaison, amongst other duties - Leading efforts to reflect on hearings delivery and make operational improvements to procedures and protocols - Overseeing elements of governance of premises and where required, provide support to procurement related operational matters - Work with the Head of Operations and Security Adviser to deliver procurement and management of private security contractors and other measures to support security of the venue - Leadership and management of a small team, including contractors and 1 x SEO with potential to expand to involve additional support staff on a rotating basis Please note that this is not an exhaustive list of responsibilities. The post-holder will also work flexibly across the wider secretariat team, providing support to the Secretary and Deputy Secretary, and taking responsibility for a range of daily issues and tasks while leading the implementation of key aspects of the operations of the Inquiry. Prioritisation You are confident juggling a large number of issues and work well under pressure, prioritise effectively, and maintain attention to detail. ? Attention to detail you have the skills and experience to set up and manage procurement and lead a team managing them with a focus on accuracy, robust governance and accountability.
