DEVELOP XO The Develop Directorate is a high profile, exciting and fast paced area to work. It’s responsible for delivering an adaptable military capability and creating a first-class project control and management functions across a diverse and complex military capability portfolio to support out operational commitments. It leads the development of the Royal Navy’s future warfighting capability and acts as the platform to deliver a modern, global and ready Royal Navy. Develop is divided into two parts, Strategic Force Development and Capability Sponsor. Strategic Force Development is responsible for developing the changing and future demands of our operational commitments as outlined within the Defence Plan, Transformation Plan and Navy Command Plan by delivering a more agile and adaptable military capability. The Capability Sponsor delivers an ambitious capability portfolio, cohering all capability development programmes and project activity across Navy Command. This area owns the Capability Management Plan and ensures the effective prioritisation of resources to meet the Navy’s strategic priorities and outcomes. Develop responsibilities also include Future Aviation, Shipbuilding, Underwater Battlespace and NavyX, all supported by the Chief of Staff and the 2* Outer Office. Job Purpose Director Develop is responsible for leading Royal Navy Force Development and Capability Sponsorship to support delivery of the Naval Strategy. This includes understanding and articulating what military capability the Royal Navy does and does not require, and at what level of urgency, to maintain effectiveness today and to deliver advantage in the future. The role of Executive Officer (XO) is to provide key military support and advice to the Chief of Staff and wider senior management team in the day-to-day running of the business. Responsibilities Review of papers/materials provided to ensure alignment to JSP101 and information accuracy, working with teams to improve quality of submissions in support of the Outer Office. Provide JIRA support and administration across the Directorate, including active management of impediments. Assessment and allocation of Directorate Tasking to Desk Officers (OF2-OF5), setting and chasing deadlines (JIRA Support Requests) Ensure mandated training is conducted. Establish, promulgate, and manage Joining and Leaving routines to ensure effective on/offboarding. In consultation with Line Managers, management, and maintenance of Dev TORs to ensure that all military personnel understand their roles and responsibilities. Manage OJAR and SJAR plot for the Directorate, ensure timely reminders of MPAR and reporting dates. Assist with the OJAR alignment process. Provide support to the COS for Military Individual Augmentation trawls. Support all Valedictory, Commendation, and Honours activity for the Directorate. Provide general military support to the 2* Outer Office and Chief of Staff (COS) with the day-to-day management of the Directorate including: Keep the Directorate up-to-date with important military matters and signals (especially promotion signals) of interest in a timely manner (XO Digest). Assist, support and if required coordinate formal visits to the Directorate. Coordinate, assist and support Senior Leadership Team and Senior Management Team meetings and Away Days. Timely staffing of all responses to Parliamentary Questions Freedom of Information Requests and Media enquiries, including the development of a system to record activity and associated responses. Success Profiles Knowledge and experience: Staff trained (ICSC(M)) to a minimum of SO2 level (essential) Aware of the structures and processes applied to the higher management of Defence (essential) Competent and experienced in capability and acquisition with an understanding of P3M and Agile (Scrum) processes (desirable) Working knowledge of JIRA (desirable) Competent in Defence security processes (essential) Competent and experienced in the management of military personnel (essential) Previous experience in a charge or command appointment (desirable) Behaviours Communicating and Influencing.
