We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation and remove barriers to delivery, ensuring alignment with the business case and value for money.
We are looking for someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives, owning the change control process.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation, and Programmes team is responsible for implementing the Digital Strategy across E&B, shaping the delivery of digital services to transform environmental regulation. You will work with multidisciplinary teams, Defra shared services, and third-party suppliers to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience/Skills Required
Beneficial but not essential:
* Experience in a fast-paced, dynamic programme environment
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial information
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL
* Purchase order raising experience
* Experience with business cases, EA and Defra approval routes, and change control processes
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance processes
* Leadership in stakeholder engagement, driving innovation and best practices
Additional Information
You will have incident management objectives in your development plan, with support and training provided. The role is flexible with an EA Office base, with some travel and overnight stays possible.
