Job Title: Strategic Lead – Highway Maintenance & Operations Location: North East Lincolnshire – Hybrid Role Rate: £35.00 per hour Hours: 37 per week About the Role Our client is looking for a highly experienced and driven Strategic Lead for Highway Maintenance & Operations. This role is central to delivering real impact—unlocking investment, sourcing funding, and driving the Local Highway Plan strategy. You’ll work closely with stakeholders and external partners, including the Greater Lincolnshire Mayoral Combined Authority, to deliver top-quality highways and operational services that align with organisational goals. Hybrid working is offered, but office attendance is encouraged to fully embed the successful candidate in the team. Key Responsibilities Lead a multi-disciplinary team of engineers and technical support staff across Street Lighting, Highway Asset Maintenance, Structures, Flood Risk, Drainage, and Highways Operations. Champion a safety-first culture for all staff and worksites. Drive a place-based approach to highway service delivery, improving member and community satisfaction. Lead on complex highway issues, providing expert advice on programmes, budgets, legislation, and best practice. Build and maintain strategic relationships with internal and external stakeholders to achieve key outcomes. Maximise business opportunities with strong business cases, demonstrating value for money and efficiency. Identify and secure external funding, explore innovative solutions, and adapt to changes in law, policy, or practice. Undertake additional duties as reasonably expected at this level. Skills & Experience Significant experience in a Local Highway Authority or similar, with deep knowledge of governance, regulations, and operations. Proven strategic leadership, capable of building, developing, and inspiring high-performing teams. Experience developing, presenting, and implementing highway strategies. Track record of working collaboratively with stakeholders, including contractors, members, and residents. Strong knowledge of highway legislation, delivery, and best practice. Excellent communication, influencing, problem-solving, project management, and team leadership skills. Able to manage complex workloads, respond flexibly, and interpret legislation or policy for effective service delivery.
