Brief Description
To lead for the delivery of the [discipline] route asset management plans for those assets within a defined geography to a medium-term horizon. To provide a comprehensive route based Track support service to Infrastructure Director and Maintenance teams, focussed on specified delivery units.
To provide a route based single point of contact engineering support service to Maintenance for Track assets.
About The Role (External)
Key Accountabilities
* Own and deliver the Route Asset Management Plan (to a 3 year horizon) including collaborating with Route Director and the DEAM to balance trade-offs and agree targeted interventions to improve asset performance and deliver for passengers.
* Monitor route asset management plans to confirm that they are appropriate to deliver required outputs and amend the plans as necessary to delivering asset reliability, CRI and SAF.
* Accountable as client for engaging the Asset Management service provided by the regional DEAM and team. Manage minor Capex spend on targeted actions, as well as Renewals from the Route Asset Management Plan and deferred renewals process.
* Manage the build up of the annual volumes to meet the Route Asset Management Plan, ensuring that volumes can be delivered and driving continual improvement of the % of planned v unplanned work.
* Coordinate & prioritise valid renewals proposals from MEs to input into long term Renewals plans. Work with route peers to review renewal and enhancement proposals to optimise engineering activity across the railway infrastructure system and resolve critical technical problems.
* Accountable for coaching and delivering development and training plans to provide the required levels of staff capability and skill. Safeguard the technical engineering capability and succession planning at all levels within the Route team and specifically enhance the engineering capability on the ground.
* Accountable for overseeing and managing the Asset Management and Maintenance budget, leading the drive for efficiencies.
* Provide technical support of the line and L1 assurance for the Infrastructure Director. Responsible for the implementation of the engineering framework in the route. Manage the arrangements for technical briefing of engineers in specified delivery units in order that the purpose, as well as the content of standards, specification, etc. is understood.
* Responsible for the hand back and handover process in the route.
Essential
Job Skills, Experience and Qualifications
* Member of relevant professional body (e.g. CEng)
* Educated to degree level or relevant equivalent experience
* A sound knowledge of technical, safety and performance standards relating to [discipline]
* Demonstrable knowledge of technical, safety and performance standards and maintenance requirements for railway or similar engineering assets
* Demonstrable experience of leading and managing business assurance activity
* Experience of managing a large complex and diverse asset base, particularly related to renewals and enhancements
* Good interpersonal skills, possessing the ability to interact and maintain credibility with people at all levels across the business and industry stakeholders
Desirable
* Full chartered membership of relevant professional body (e.g. CEng)
* Successful experience of working in a project/programme orientated and regulated industry
* An understanding of safety management systems and risk assessment techniques
* Understanding of CDM regulations
