Preconstruction Manager – Main Civil Works
Location: Ipswich (with site visits to Suffolk as required)
Join the exciting journey of one of the UK's largest nuclear projects at Sizewell C! The Civil Works Alliance (CWA) is seeking a highly skilled and experienced Preconstruction manager to support the successful delivery of the Conventional Island scope on the Sizewell C Project.
CWA, appointed by the Sizewell C client, brings together three leading delivery contractors — Laing O'Rourke, Bouygues, and Balfour Beatty — to deliver the civils scope including Enabling Earthworks, Main Civil Works, and Marine and Tunnelling.
Laing O'Rourke and the Civil Works Alliance are looking for a Preconstruction manager to work on the Sizewell C project. This is a senior pre‑construction leadership role, responsible for the end‑to‑end development and agreement of Target Outturn Cost (TOC) packages within the Main Civils Works scope. Working within the Conventional Island team, the successful candidate will ensure that scope, cost, programme, risk and delivery strategy are fully aligned ahead of construction.
Key Responsibilities
* Lead the full lifecycle development of TOC packages within Main Civil Works
* Define scope, delivery strategies and costing approaches for major work packages
* Coordinate all technical, commercial, planning, estimating and risk inputs into TOC submissions
* Drive TOC packages through governance gateways to agreement
* Act as single point of accountability for assigned TOC packages
* Manage interfaces between adjacent packages and wider programme activities
* Develop and manage programme, cost plans and risk profiles
* Ensure TOC submissions are robust, auditable and achievable
* Lead stakeholder engagement across engineering, commercial, delivery and client teams
* Prepare clear handover documentation to ensure readiness for construction delivery
* Capture and embed lessons learned from Hinkley Point C and other major programmes
What Skills and Experience We Are Looking For
* Proven experience delivering projects across the full project lifecycle in complex, regulated environments
* Strong background in pre‑construction, cost management and TOC development
* Excellent commercial, numerical and analytical capability
* Ability to integrate design, programme, cost and risk into a coherent delivery strategy
* Experience managing subcontractors, consultants and NEC contracts
* Strong stakeholder management, influencing and communication skills
* Confident decision‑maker able to perform under pressure and tight deadlines
* Ideally experience within nuclear, energy or similarly regulated infrastructure sectors
